South Bend Redevelopment Commission <br />Regular Meeting — Thursday, October 10, 2013 <br />6. NEW BUSINESS (CONT.) <br />E. South Side Development Area <br />(1) Resolution No. 3178 approving and authorizing the execution of an Addendum to the <br />Master Agency Agreement (Southside Improvements Project). <br />Mr. Relos noted that Resolution No. 3178 and its agency agreement are for a professional <br />services agreement with Christopher B. Burke Engineering to update and finalize plans and <br />specs for the Bowen Ave. and Ireland & Miami Sidewalk Projects; High & Ireland <br />Intersection Improvements; to design and provide survey services for a drainage solution for <br />Erskine Golf Course from Ireland north to the course's pond; and design services to remove <br />the berm around the Erskine Retention Basin on the north side of Erskine Plaza in the South <br />Side Development Area. <br />In recent years, an effort has been made to upgrade and connect the sidewalk and drainage <br />systems in this south side shopping district. As this area has grown, certain areas have had <br />sidewalks installed while other areas have not, and the retention basin serving this area has <br />been expanded. By updating and finalizing the plans and specs for these projects, it is <br />planned to have them bid as one package this spring. Staff requests approval of Resolution <br />No. 3178 and the Addendum to the Master Agency Agreement, in a not -to- exceed amount <br />of $46,682. <br />Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the <br />Commission approved Resolution No. 3178 approving and authorizing the execution of an <br />Addendum to the Master Agency Agreement (Southside Improvements Project). <br />(2) Professional Services Proposal for Main Lafayette Connector environmental testing. <br />Mr. Relos noted that this professional services proposal from Weaver Boos Consultants is to <br />provide services for recently discovered petroleum- impacted soil in the right -of -way of the <br />Main Lafayette Connector street project. The impacted soil was found in what was <br />historically a residential area, and is believed to have been from a leaking kerosene or <br />heating oil container. <br />The scope of this proposal is for field investigation, including soil sampling and field testing <br />for petroleum based compounds, in addition to eight soil and eight ground water samples <br />being sent to a laboratory for more in -depth analysis. <br />Though no monitoring wells are thought to be needed at this time, the proposal includes <br />three sampling sites that could be converted if the analysis uncovers the need for further <br />study. Upon completion of the soil and ground water analysis, an Initial Site <br />Characterization report will be prepared, and if needed, submitted to IDEM. <br />11 <br />
