Central Business District (Downtown) <br />Short Term Objectives <br />a. To identify and define a core activity area and focus planning, programs, <br />development, implementation strategies and private and public resources to <br />create a critical development mass <br />b. To maximize the use of existing public and private parking garages and to <br />provide.a more unified system of attractive surface parking lots and <br />simplified on- street parking <br />C. To encourage and support the development of mixed -use projects and <br />buildings that include appropriate public space and internal parking <br />d. To encourage, facilitate, and support affordable housing for artists. <br />Medium Term Objectives <br />e. To facilitate and promote the increased use of existing vacant or <br />underutilized buildings through a comprehensive and systematic <br />combination of facade design, public improvements, financial and tax <br />incentives, parking and other related programs <br />f. To improve the physical connection for pedestrians and cyclists and <br />increase the movement of foot and bike traffic between the Central <br />Business District and the East Bank <br />g. To minimize the conflict between pedestrians, cyclists and vehicles within <br />the high density development area (Area A) of the Central Business District <br />Long Term Objectives <br />Jr. To facilitate and promote new retail, commercial and mixed -use <br />development of vacant or underutilized land, both publicly and privately <br />owned, consistent with the goals for the Area <br />i.
