<br />South Bend Animal Care and Control Special Committee <br />Regular Meeting Minutes <br /> <br />Thursday, October 17, 2013 <br />5:30 p.m. <br />Presiding: Valerie Schey, Chairperson <br />Members present: Valerie Schey, Matt Harmon, Brad Block, Pam Wesolowski, Linda <br />Candler, Aaron Blight, Pam Comer, and Committee Counsel, Ernest Galos <br /> <br />Others present: Melissa Fruscione, Cecil Eastman and William Sykes <br /> <br />Summary: <br />Brad Block has reviewed and submitted language for 91.034  91.040 <br />Administration and Finance has provided guidance on sections 91.050 -91.052. <br />Committee will be proposing a traditional licensing model with a <br />differential for altered/unaltered. <br />Leadership at Heartland Small Animal Rescue, Pet Refuge and SBAC <br />guidance on language for rescue fosters and an exemption for higher unaltered fee if <br />medically warranted. <br />Legal counsel has edited chapter and renumbered sections. <br />Discussion took place over the proposed merging of Section 5.036 (Training <br />techniques) with the dog fighting section. Decision was made to keep the two <br />separate. <br />Discussion took place over the duplication of Section 5.037 and <br />(Destruction of animals).
