NEMETH, <br />BEND <br />Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />October 6, 1976 <br />Members of the Common Council <br />441 County /City Building <br />South Bend, IN 46601 <br />Dear Council Members: <br />, .UTIO4/� /cam+ <br />� z <br />"a 1J� S z <br />INDIANP <br />219/284 -9251 <br />As the City Administration seeks to develop a total plan for the improve- <br />ment of the South Bend Central Business District, some concern has arisen <br />regarding those businesses north of Colfax Avenue on Michigan Street in and <br />adjacent to the Central Business District. <br />It is assumed that the development of the Central Business District will <br />stabilize this adjacent area and provide sufficient traffic to make this <br />area a viable business location. Until this development has progressed to <br />the point at which it will have the anticipated beneficial effect, some <br />effort appears necessary on the part of the City to insure the interim <br />viability of this area. <br />The City, through the Department of Public Works, has presented alternate <br />Michigan Street improvement plans to the Indiana State Highway Commission <br />that include revised signal systems, signage and traffic islands. A final <br />generalized design layout has been approved by the Indiana State Highway <br />Commission that can be anticipated to provide the necessary traffic ser- <br />vice to this area. <br />The funds being requested in this ordinance provide funds for the pre- <br />paration of engineering plans based upon the above referenced schematic <br />drawing, and for the necessary construction to implement this design. <br />Your favorable consideration of this appropriation is recommended. <br />Very truly yours, <br />Rollin E.
