PAGE 2
The fee for the planning study, as described in the Joseph A. Wet-
zel Associates proposal and a Letter of Agreement, dated May 17,
1977, is $27,950.00. The planning study is a logical and necessary
first step in the exhibit program for Discovery Hall and I am re-
questing that the South Bend Common Council authorize and expendi-
ture of $27,950.00 of existing General Revenue Sharing Funds for
the purpose of retaining Joseph A. Wetzel Associates to prepare a
plan for the development of Discovery Hall Museum.
The resulting exhibits plan will make it possible for the city not
only to present interesting and educational exhibits for the benefit
and enjoyment of all the people of South Bend, but also will provide
the museum with the means to raise additional funds to pay for the
design and construction phases of the exhibits program. These re-
venue sharing funds would, in effect, serve as "seed money" for
future fund - raising activities.
I trust that this request for Revenue Sharing Funds for this depart-
ment will meet with your approval.
Sincerely,
Richard W. Welch
Director
