The contract <br />represents many hours of negotiation between the City Ad- <br />ministration and the Humane Society, and we believe it is <br />equitable to both parties. <br />As you know we budgeted only $24,000 for 1977 payments to <br />the Humane Society as the budget was prepared before the re- <br />organization of the Humane Society, and before its Director, <br />Phil Snyder, was employed. The City has arranged to continue <br />its own animal control program, but will continue to use the <br />Humane Society as its animal shelter. The $13,500 is for the <br />period beginning July 1, 1977 and running through December 31, <br />1977. <br />
