NEMETH, Mayor <br />COUNTY-CITY BUII_OING SOUTH BEND, INDIANA 46601 <br />Members of the Common Council <br />4th Floor, County-City Building <br />South Bend, Indiana <br />Dear Council Members: <br />October 6, 1976 <br />gnUT/04,, a/r, <br />J& <br />LU <br />//VDIMAN <br />219/284-9742 <br />The 1977 proposed Bureau of Wastewater Budget will be presented for <br />first reading before the Council on October 11, 1976. <br />In reviewing the budget and the enclosed explanation, I believe you <br />will find that almost all expense categories have been held to a <br />minimum, and many have either remained constant or decreased. <br />The largest decrease will be in the area of chemical usage at the <br />plant. Through technology afforded us by our laboratory staff, we <br />have been able to alter our operations in such a way that we can <br />meet health standards and still keep costs at an affordable level. <br />The largest area of increased spending will be in the area of major <br />maintenance on equipment through the depreciation fund. Whereas we <br />have not neglected this area in the past, there always exists main- <br />tenance and improvements whose nature lets them be deferred. It is <br />in this area that we would like to concentrate our spending during <br />1977. <br />As you are aware, both the Bureau of Wastewater and the Bureau of <br />Sanitation are funded through sewage revenues. While I will <br />address the sanitation budget in a letter accompanying that budget. <br />I would like to point out that we are facing a deficit in 1977 of <br />approximately $365,000.00. while this is quite a bit larger than the <br />1976 deficit ($175,141.00), the cause is not increased spending on <br />present operations, but rather a new project budgetized in the <br />Bureau of Sanitation. In actuality, the 1977 deficit on the same <br />scope of operations as 1976, is approximately $160,000.00, or less <br />than 1976. <br />If you have further questions please feel free/Tp contact me. <br />et r Mullen <br />Con oller <br />
