BILL NO. <br />ORDINANCE NO. e,179 -i7 <br />AN ORDINANCE APPROPRIATING $450,000.00 FROM THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR PROJECT <br />REHABILITATION GRANTS, TO BE ADMINISTERED BY THE <br />CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN <br />RESOURCES /DIVISION OF COMMUNITY DEVELOPMENT AND THE <br />BUILDING DEPARTMENT /BUREAU OF HOUSING. <br />STATEMENT OF PURPOSE AND INTENT: <br />The City of South Bend, in creative and affirmative <br />partnership with city residents, private enterprise, and the Federal <br />Government, is committed to the national housing goal of "a decent <br />home and a suitable living environment" for all persons. In <br />attempting to achieve this goal, the City has developed programs to <br />financially assit low- and moderate - income persons in their effort <br />to acquire and /or maintain safe, adequate, and affordable housing <br />through the provision of services, loans, and /or grants. There are <br />thousands of housing units in the City which are substandard and <br />require $5,000 to $9,000 investment to meet the minimum housing <br />code. Most households occupying these units have an inadequate <br />income to effectuate rehabilitation and already pay a disproportionate <br />share of their income for low quality housing service. Therefore, <br />CDBG funds will be utilized by the Bureau of Housing to make housing <br />rehabilitation grants to eligible low- and moderate - income persons. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br />the City of South Bend, Indiana, as follows: <br />SECTION I. The sum of $450,000.00 is hereby appropriated <br />for the program year starting July 7, 1977 from the City of South <br />Bend's Community Development Block Grant Fund (Program Year 1977). <br />The appropriation shall be used within the boundaries of the <br />Community Development "target area" as approved by the United States <br />Department of Housing and Urban Development under Title Twenty -Four <br />(24), Code of Federal Regulations, Part Five Hundred and Seventy <br />(570) for the Community Development Program Year 1977. The <br />appropriation shall be administered by the Division of Community <br />Development and the Building Department /Bureau of Housing and will <br />be administered as set forth below: <br />PROGRAM -CD -77 -102 <br />COMMUNITY DEVELOPMENT PROGRAM <br />PURPOSE AMOUNT <br />Housing Rehabilitation <br />Grants <br />$450,000.00 <br />ECTION II.
