ORDINANCE NO. (j213.')? <br />AN ORDINANCE APPROPRIATING $98,314.00, FROM THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE <br />CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC <br />DEVELOPMENT /DIVISION OF COMMUNITY DEVELOPMENT <br />AND THE DEPARTMENT OF REDEVELOPMENT. <br />STATEMENT OF PURPOSE AND INTENT: <br />One of Community Development's long -term objectives is <br />the revitalization of South Bend's Central Business District (CBD). <br />This revitalization must, however, be based on a realistic assess- <br />ment of the competitive position of the CBD viz -a -viz other re- <br />gional retail centers. Recognizing these regional realities, the <br />revitalization of the CBD must be based on the orderly transition <br />of a declining retail center to a viable multi -use regional center, <br />i.e., an urban center which can supply major financial, medical, <br />governmental, transportation, various business, and leisure - <br />recreational- cultural opportunities (with a supporting mix of retail <br />enterprises). As the CBD's role in the regional economic structure <br />continues to evolve, the Department of Redevelopment will aid this <br />revitalization process by the continuation and eventual completion <br />of the Urban Renewal Project R -66. To successfully complete Project <br />R -66, the Department of Redevelopment will: (1) develop and implement, <br />in conjunction with the Division of Community Development, a urban <br />core polciy and plan, based on the realities of the region's physical, <br />social, and economic structure; (2) attempt to attract substantial, <br />new capital investment and reinvestment in the R -66 project area and <br />its environs through all available renewal mechanisms and techniques; <br />and, (3) proceed towards an expeditious, but fiscally sound close -out <br />of South Bend's Urban Renewal Project R -66. To accomplish these <br />objectives additional administrative funds are required by the <br />Department of Redevelopment. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br />the City of South Bend, Indiana, as follows: <br />SECTION I. The sum of $98,314.00 is hereby appropriated <br />for the program year starting July 7, 1977, from the Community <br />Development Block Grant Fund (Program Year 1977). This appropria- <br />tion is to be administered by the Department of Human Resources and <br />Economic Development /Division of Community Development and the Re- <br />development Department, and will be distributed as set forth below: <br />PROGRAM - CD -77 -1201 <br />COMMUNITY DEVELOPMENT PROGRAM <br />PURPOSE AMOUNT <br />Redevelopment's Personnel Costs $87,314.00 <br />Redevelopment's Non - Personnel <br />Costs 11,000.00 <br />TOTAL $98,314.00 <br />SECTION II.
