ORDINANCE NO._& Q � <br />AN ORDINANCE APPROPRIATING $310,000.00 FROM THE <br />LOCAL PUBLIC WORKS GRANT FUND, FOR THE RECON- <br />STRUCTION AND CONSTRUCTION OF A RIVER BANK RE- <br />TAINING WALL, LANDSCAPED, LIGHTED PEDESTRIAN <br />WALKWAY, AND CANOE PORTAGE FACILITIES, TO BE <br />ADMINISTERED BY THE DEPARTMENT OF HUMAN <br />RESOURCES AND ECONOMIC DEVELOPMENT AND THE <br />DEPARTMENT OF PUBLIC WORKS. <br />STATEMENT OF PURPOSE AND INTENT: <br />The Saint Joseph River is a valuable natural resource which <br />offers both passive and active recreational opportunities for the citizens <br />of the region. This recreational potential is particularly important for <br />residents of urban areas. To take full advantage of the recreational <br />potential of the Saint Joseph River, in a manner sensitive to natural con- <br />straints and opportunities, the City of South Bend is proposing to: recon- <br />struct the east river bank retaining wall; construct a landscaped and <br />lighted pedestrian walkway; and, to construct canoe portage facilities. <br />This proposed project will result in: a more attractive, exciting, and <br />accessible riverscape; improved maintenance; and, increased recreation <br />opportunities. In order to proceed with the construction of the proposed <br />project, additional funds are required. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />SECTION I: The sum of $310,000.00 is hereby appropriated <br />for the year 1977 from the Local Public Works Grant Fund.
