Jefferson Blvd. <br />South Bend, Indiana 46601 <br />June 22, 1977 <br />Re: Designation of the Bureau of Housing as <br />Agency for Urban Homesteading Program. <br />Dear Members of the Common Council: <br />219/284 -9241 <br />Public Law 195 of the Acts of 1975 of the Indiana <br />Legislature provide for an urban homesteading program to be <br />administered by a city for the conveying of one and two family <br />dwellings to individuals or families who must occupy and rehabilitate <br />the dwellings. The city previously operated under HUD an urban <br />homesteading demonstration program and the Common Council by <br />Resolution 494 -75 approved August 27, 1975, designated the Bureau <br />of Housing as the administering agency. <br />The city is now preparing to undertake its own urban <br />homesteading program and the statute requires the city by ordinance <br />to designate the agency which will administer the city's urban <br />homesteading program. The Bureau of Housing of the Division of <br />Community Development is an existing agency of the city and is <br />qualified under the statute to administer such program. <br />The attached ordinance is submitted as the necessary <br />qualifying ordinance under the 1975 statute to designate the <br />appropriate agency to administer the urban homesteading program <br />and to thus comply with the statutory requirements. <br />Very truly yours, <br />"Robert M.
