BILL NO. <br />ORDINANCE NO. <br />AN ORDINANCE APPROPRIATING $30,000.00 FROM THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE <br />PURPOSE OF ESTABLISHING A REVOLVING FUND FOR A <br />CODE ENFORCEMENT PROGRAM UNDER THE STATE'S UN- <br />SAFE BUILDING ACT OF 1973, AS AMENDED BY THE <br />ACT OF 1977, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY <br />DEVELOPMENT AND BUILDING DEPARTMENT /BUREAU OF <br />SUBSTANDARD BUILDINGS. <br />STATEMENT OF PURPOSE AND INTENT: <br />As part of the City's efforts to maintain and upgrade <br />the quality of South Bend's housing stock and to protect, pre- <br />serve, and revitalize residential neighborhoods within the <br />City, the Division of Community Development has established a <br />revolving fund for the rehabilitation of substandard housing <br />units. This revolving rehabilitation fund will be utilized by <br />the Building Department and Bureau of Substandard Buildings as <br />part of the City's Code Enforcement and Hearing Officer Program <br />established under the Unsafe Building Act of 1973 (as amended <br />by the Act of 1977). <br />NOW THEREFORE, BE IT ORDAINED by the Common Council <br />of the City of South Bend, Indiana, as follows: <br />SECTION I. The sum of $30,000.00 is hereby appropriated <br />for the program year starting July 7, 1977, from the City of South <br />Bend's Community Development Block Grant Fund (Program Year 1977). <br />The appropriation shall be used within the boundaries of the Com- <br />munity Development "target areas" as approved by the United <br />States Department of Housing and Urban Development under Title <br />Twenty -Four (24), Code of Federal Regulations, Part Five Hundred <br />and Seventy (570) for the Community Development Program Year <br />1977. The appropriation shall be administered by the Division of <br />Community Development and the Building Department /Bureau of Sub- <br />standard Buildings. <br />PROGRAM - CD - 77 - 400 <br />COMMUNITY DEVELOPMENT PROGRAM <br />PURPOSE AMOUNT <br />Revolving Rehabilitation Fund $30,000.00 <br />for Code Enforcement <br />SECTION II.
