NEMETH, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />M E M O R A N D U M <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: JON HUNT 4t,,-� <br />SUBJECT: LEGAL AID APPROPRIATION PROGRAM CD -77 -802 <br />DATE: JUNE 22, 1977 <br />219/284 -9409 <br />As a part of the second Year Community Development Plan, Common Council <br />Members approved a project which provided a comprehensive system of legal services <br />to low- and moderate - income residents living within Community Development "target <br />areas." In evaluating this particular project, the Community Development Staff <br />has determined that it received overwhelming response in terms of numbers from <br />those persons for whom it was designed. This project has also successfully served <br />as an appropriate support activity for other C.D. sponsored improvements in the <br />designated target areas. <br />Therefore, the Community Development Program hereby submits for your consider- <br />ation an ordinance to appropriate $25,000 to continue the following services for <br />low- and moderate- income residents of the aforementioned areas: <br />a. Legal Representation for low- income persons who cannot otherwise <br />afford these services. <br />b. Community Education in the form of educational pamphlets and public <br />seminars in areas such as consumer rights, landlord- tenant relation- <br />ships and home ownership problems. <br />c. Outreach Activities to reach primarily senior citizens who might <br />either not be aware of services available to them or are reluctant <br />to avail themselves of such services. <br />d. Group Representation for neighborhood groups desiring technical <br />assistance with respect to organizational matters, federal guide- <br />lines and regulations, state and local laws, etc. <br />
