MILLER <br />Third District <br />I am introducin g the attached bill in the effort of <br />ROGER O. PARENT <br />Fourth District <br />carrying out more phases of the <br />police merit system, <br />ROBERT G. TAYLOR <br />namely: performance evaluation <br />and oral interviews. <br />Fifth District <br />WALTER T. KOPCZYNSKI <br />Sixth District <br />As you are aware, one aspect of <br />the merit system will <br />MARY CHRISTINE ADAMS <br />require each officer to be evaluated on how effective <br />At Large <br />he is in performing his present <br />level of duties, as well <br />RICHARD C. DOMBROWSKI <br />as evaluating his potential for <br />promotion to a higher <br />At Large <br />FRANK HORVATH <br />level. Another aspect of this evaluation will require <br />At Large <br />training of the Merit Board and <br />Police Management in the <br />techniques of oral interviewing. <br />In light of this, the Police Merit Board has considered <br />and reviewed several systems which specialize in perfor- <br />mance evaluation. The Merit Board has selected Wyvern <br />Associates of Mill Valley, California, as the best sys- <br />tem to meet the needs of our police department. <br />On Tuesday, February 7th, Mr. Thomas Bartlett presented <br />an overview of this performance evaluation computer sys- <br />tem. It was estimated that approximately six weeks would <br />be necessary to establish the criteria by which the of- <br />ficers would be evaluated. Maximum cost would be twenty - <br />five dollars per officer. <br />Several other professional associations have been contacted <br />who specialize in the development or oral interviewing <br />techniques. Thus, the remaining amount in the attached <br />bill would cover the cost for this training. <br />In the interest of implementing an objective and fair <br />merit system for the Bureau of Police, I seek your favor- <br />able consideration of this bill.
