ORDINANCE NO. 6,361-,2e <br />AN ORDINANCE APPROPRIATING $100,000.00, FROM THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE <br />CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE <br />DEPARTMENT OF REDEVELOPMENT. <br />STATEMENT OF PURPOSE AND INTENT: <br />One of Community Development's long -term objectives is the revita- <br />lization of South Bend's Central Business District (CBD). This revitaliza- <br />tion must, however, be based on a realistic assessment of the competitive <br />position of the CBD viz -a -viz other regional retail centers. Recognizing. <br />these regional realities, the revitalization of the CBD must be based on the <br />orderly transition of a declining retail center to a viable multi -use regio- <br />nal center, i.e., an urban center which can supply major financial, medical, <br />governmental, transportation, various business, and leisure-recreational- <br />cultural opportunities (with a supporting mix of retail enterprises). As the <br />CBD's role in the regional economic structure continues to evolve, the <br />Department of Redevelopment will aid this revitalization process by the con- <br />tinuation and eventual completion of the Urban Renewal Project R -66. To <br />successfully complete Project R -66, the Department of Redevelopment will: (1) <br />develop and implement, in conjunction with the Division of Community Develop- <br />ment, a urban core policy and plan, based on the realities of the region's <br />physical, social, and economic structure; (2) attempt to attract substantial, <br />new capital investment and reinvestment in the R -66 project area and its <br />environs through all available renewal mechanisms and techniques; and, (3) <br />proceed towards an expeditious, but fiscally sound close -out of South Bend's <br />Urban Renewal Project R -66. To accomplish these objectives additional mis- <br />cellaneous project funds are required by the Department of Redevelopment. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br />South Bend, Indiana, as follows: <br />SECTION I. The sum of $100,000.00 is hereby appropriated for the <br />program year starting July 7, 1977, from the Community Development Block <br />Grant Fund (Program Year 1977). This appropriation is to be administered by <br />the Division of Community Development and the Department of Redevelopment, <br />and will be distributed as set forth below: <br />PROGRAMS - CD -77 -1202, 1203, AND 1205 <br />COMMUNITY DEVELOPMENT PROGRAM <br />PURPOSE AMOUNT <br />Continuation of Urban Renewal Project R -66 $100,000.00 <br />SECTION II.
