AN ORDINANCE APPROPRIATING $5,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT, FOR PLANNING AND DEVELOPMENT OF SOCIAL SERVICE PROGRAMS TO SERVE THE SPANISH- SPEAKING CITIZENS OF SOUTH BEND, TO BE ADMINISTERED BY THE DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: The City of South Bend recognizes that special publics within the community often require distinct social service programs to meet special economic, health, and welfare needs. More effective and efficient social service programs are needed to serve the Spanish - Speaking residents of the community. Additional funds are needed to undertake the research, analysis, and planning and program development activities required to establish a viable Multi- Service Center which will compliment and augment existing social services to the Spanish - Speaking Community. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $5,000.00 is hereby appropriated for the program year starting July 7, 1977, from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be administered by the Department of Human Resources and Economic Development and will be administered as set forth below: PROGRAM CD -77 -900 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Social Service Program Development for the Spanish- Speaking Community Non - Personnel Costs $5,000.00 TOTAL APPROPRIATION $5,000.00 SECTION II.
