REGULAR MEETING APRIL 22, 1957 <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $30,000.00 TO OFFICE OF CONTROLLER, ACCOUNT <br />B -261, OTHER CONTRACTURAL SERVICES (SPECIAL U. S. CENSUS) ALL OF THE BUDGET FOR THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR 1957, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion that the <br />Ordinance be set for public hearing on May 13, 1957. Councilman Muszynski seconded the motion. Motion carried. <br />ORDINANCE NO. 4160 <br />AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE ISSUANCE AND SALE OF BONDS <br />OF SAID CITY FOR THE PURPOSE OF PROVIDING FUNDS TO BE APPLIED TO THE COST OF CONSTRUCTION, <br />RE- CONSTRUCTION AND IMPROVEMENT OF STREETS, AND EXPENSES INCURRED IN CONNECTION THEREWITH <br />5 Minute Recess 9:05 P.M., to 9:10 P.M. <br />Councilman Kroll made a motion for a five minute recess. Councilman Carr seconded the motion. Motion carried <br />The Clerk presented to the Council the Certificate of Richard F. Kleiser, County Auditor, certifying that he had <br />examined the petition in several counterparts addressed to the Common Council, requesting the Council to authorize <br />the issue of said bonds; and further certifying that he had examined and compared signatures on each of the counter- <br />parts of said petition with tax records; and that each counterpart is verified by the affidavit of the owner of <br />taxable real estate located within the corporate limits of the City of South Bend, Indiana, and an itemization <br />thereof.. <br />Councilman Carr moved that the Certificate of the Auditor of St. Joseph County, Indiana, be found sufficient, be <br />approved, accepted and ordered placed on file. Councilman Kroll seconded the motion. Motion carried., <br />The Ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion for sus- <br />pension of rules. Councilman Kroll seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays. <br />The Clerk then read Ordinance No. 4160 for its third reading andit was passed by a roll call vote of 9 ayes, 0 nays. <br />OLD BUSINESS - <br />Councilman Kroll read the following communication from the North m;Indiana Motor Carriers Association, Inc. <br />NORTHERN INDIANA MOTOR CARRIERS ASSOCIATION, INC. <br />OLIVER HOTEL SOUTH BEND,I,INDIANA <br />Phone CEntral 4 -4818 File No. <br />F <br />TO: MAYOR EDWARD F. VOORDE AND <br />TRANSPORTATION COMMITTEE, SOUTH BEND CITY COUNCIL <br />SUBJECT: OLIVE STREET COMPROMISE TRUCK ROUTE PROPOSAL <br />At a meeting of the Northern Indiana Motor Carriers Association held Monday, April 22, this committee has been <br />authorized to return the following reply to your suggested compromise routes for truck traffic currently using Olive <br />Street: <br />"This proposal is not acceptable to the Northern Indiana Motor Carriers Association. It is our considered judgement <br />that the proposal is unworkable from the standpoint of economics, safety, minimum service to our many customers and <br />that, further, the proposal would not be in the best interests of the community. <br />"However, we once.,,again respectfully submit, in the interests of conciliation, the following counter - proposal: That <br />inter -city trucks'traveling to and from the west be permitted to use Olive Ssreet along with intra -city trucks during <br />the period of Sample Street repaving while trucks traveling to and from the east follow the designated alternate <br />detour routes." <br />The above resolution was adopted unanimousl, by the Northern Indiana Motor Carriers Association and the Olive Street <br />committee is instructed to submit this as the Association's reply to the negotiations with Mayor Voorde and the <br />Transportation Committee of the City Council. <br />Councilman Muszynski made a motion, seconded by Councilman Kroll, to reject said proposal. Motion carried. <br />Councilman Kroll then read the figures of a 24 Hour traffic survey of Olive Street at Ford Street from 11 :00 A.M., <br />April 3, 1957 to 11:00 A.M., April 4, 1957, which showed 3273 Passenger Cars, 301 Light Commercial Trucks and 432 <br />Heavy Commercial Trucks using said street during that period of time. <br />Councilman Carr made a motion that the report be accepted and placed on file. Councilman Muszynski seconded the <br />motion. Motion carried. <br />Councilman Tellson asked that the Board of Public Works and Safety check traffic on the railroad crossing at <br />Lincolnway West and Wilbur Streets. He stated that crossings are being blocked again. <br />NEW BUSINESS: <br />Councilman Carr made a motion that Councilmen's cars should not be ticketed by the Police Department while the Council) <br />men are at the City Hall on Official Business. Councilman Muszynski seconded the motion. Motion carried. <br />There being no further business before the Council, Councilman Carr made a motion to adjourn.
