1219 <br />COMMITTEE OF THE WHOLE MEETING <br />APRIL 8, 1957 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the <br />Council Chambers, Monday, April 8, 1957, at 8:15 P.M., with all members present. Councilman Carr, Chairman, presided. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND THE SUM OF $1650.90 TO OFFICE OF THE CITY JUDGE, <br />ACCOUNT E -11, SALARY OF TRAFFIC CLERK (4), ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, <br />INDIANA, FOR 1957, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. The Clerk read a letter from the <br />South Bend Civic Planning Association relative to the Ordinance which is as follows: <br />Committee of the Whole <br />South Bend Common Council <br />South Bend, Indiana <br />Gentlemen: <br />April 8, 1957 <br />Before you this evening is a request by the City Judge for a fourth clerk in the Cafeteria Court. This is the second <br />time such an emergency request has been made by the Judge in less than sixteen months of office. <br />In February, 1956 the Judge made his first request and at the hearing stated there was a considerable backlog of work <br />when he took over. and that the additional clerk would do filing, sending of notices and this permitted him to extend <br />the hours when'citizens could come in and pay their fines. At the hearing before the State Board he stated that <br />additional income would more than offset the increased cost. <br />Here is the record: 1956 Court Fines and Fees to Controller $49,576.25 <br />1955 Court Fines and Fees to Controller 52,235.00 <br />a reduction of $2,600 plus. The 1956 figure is the second lowest income from 1953 through 1956. This is in spite <br />of the additional clerk and longer hours available for citizens to pay. <br />In fairness we want to point out there has been a considerable increase this year in fines and fees turned over to <br />City Controller, but surprisingly the March income was less than that of February and it is possible that the drive <br />which we understand was put on, is complete and the income will be less. <br />We ask that no action be taken on this request certainly for the present. We point out that the Judge should have <br />included such request in his 1957 budget which he made up. Secondly we should know whether or not the income for <br />the first three months is likely to continue to more than offset the additional spent last year as well as the <br />request before you now. Motion carried. <br />Judge Olczak spoke to the Council explaining his request for the additional clerk. <br />Councilman Glass made a motion that the Ordinance go to the Council as favorable. Councilman Christman seconded the <br />Motion. Motion carried. <br />There being no further business before the Committee of the Whole, Councilman Korpal made a motion to adjourn. <br />Councilman Kroll seconded the motion.
