REGULAR MEETING

<br />The ordinance was given first reading by title and second reading in full. Councilman Christman made a
<br />motion that the ordinance be referrdd to the Committee of the Whole for public hearing on March 26th, 1956.
<br />Motion seconded by Councilman Muszynski. Motion carried.

<br />The following report from the South Bend Police Department was read:
<br />SOUTH BEND POLICE DEPARTMENT - -- TRAFFIC BUREAU
<br />REPORT TO PUBLIC WORKS AND SAFETY Board:
<br />RE: TRUCKS ON WEST EWING AVENUE, AND ON EAST ALTGELD STREET.
<br />Four Traffic cars were assigned, on March 5, 1956, (Officers Plencner, Molenda, Knepper,
<br />Kwasneski, there were no violations and no speeding, or trucks in this area on this date,
<br />other than light panel delivery trucks, delivering to the homes on these streets.
<br />March 6, 1956. Three traffic cars were assigned to this area for a full day of surveliance,
<br />Day Officer reports traffic very light ( Altgeld) Nite Officers, (Klimczak, Knepper_ Traffic
<br />very light, Officer Knepper counted only twenty -three vehicles from nine P.M., to Nine -fifty
<br />P.M.
<br />March 7, 1956
<br />Day Officer Kwasneski, Traffic very light, no speeders on Altgeld. Nite Officers Knepper,
<br />Klimczak, no violations, one offense, thiryy -five in thirty, Warning to Sylvia Kercher,
<br />420 W'. Madison, City. Officer Gloyeski West Ewing Assignment reported:
<br />In regard to speeding, the street in bad condition and almost impossible to speed in this
<br />area. Issued one ticket for truck on Blvd.

<br />8, 1956.
<br />No violations, traffic very light, all people in Altgeld area who approached officers knew
<br />of their surveliance, and stated that they hoped we could keep it up.
<br />March 9, 1956.
<br />Day and also night officers report that traffic was very light, no violations. end of report.
<br />To the Officers, the following information was given to continue their surveliance when not on other
<br />traffic assignments.

<br />NEWt" BUSINESS :
<br />Councilman Tellson asked that an investigation be made of encroachments being made on the Bank of the St.
<br />Joseph River at Jefferson Street. He stated that private individuals are filling in and using the land for
<br />their personal use,
<br />Councilman Erler stated that it had always been one of his greatest desires to have the citizens care for the
<br />St. Joseph River and:-thus be able to�enjoy it as a natural source of beauty.
<br />Mr. Glass asked that a Citizens committee be appointed by Mayor Voorde to work some week -end, or at a specified
<br />time, to clean up the river. He suggested using the citizens who are willing to help, contractors with
<br />equipment, as well as the Police, Fire and Civil Defense Departments.
<br />*r. Irving J. Smith, City Attorney, advised the Council that Mayor Voorde had already formulated plans for cleanipg
<br />of the river and also had requested the Police Department to enforce the No Dumping Ordinance.
<br />Mr. Smith also stated that it was through the office of the Mayor and Mr. V oorde's insistance, that the Indiana
<br />& Michigan Electric Company Twin Branch, cooperated in the lowering of the river to aid in the search for the
<br />body of Mary Martin. Mr. Voorde has plans for beautifying the river..
<br />OLD BUSINESS:
<br />Mr. Smith, City Attorney, reported that the Board of Works would like two more weeks to report on the LaSalle Ave.,
<br />& Lincolnway West crossing of the South Shore Railroad, and the Ewing Avenue Traffic investigation.
<br />There being no further business before the Council, Councilman Muszynski made a motion to adjourn. Motion seconded
<br />by Councilman Erler. Motion carried. Meeting adjourned at 8:59 P.M.
