REGULAR MEETING <br />R E S O L U T I O N (Continued) <br />SEPTEMBER 12TH, 1955 <br />IN THAT: The "REPORT ON GOVERNMENT BUILDINGS SITE LOCATION FOR ST, JOSEPH COUNTY AND SOUTH BEND" <br />represents a detailed, professional stAdy to which this subject of public interest is deserving and <br />full and serious consideration should be given to both the advantages claimed for and the possible <br />disadvantages of the proposed site; <br />THEREFORE, BE IT RESOLVED: That the Board of Directors of the Association of Commerce reaffirm its position <br />as expressed in a Resolution adopted February 25, 1955, which urges all governmental units and political <br />sub - divisions to work with the utmost harmony to find the most feasible solution to this community <br />problem utilizing to the greatest advantage the competent and professional guidance available, and <br />enlisting the counsel and talents of business and industrial leaders. Furthermore, officials are <br />strongly urged to refrain and desist from originating or starting any.separate projects until all <br />proposals are throughly studied in detail and resolved: <br />AND, BE IT FURTHER RESOLVED: That local governmental units and political sub - divisions be and are assured <br />of the continued interest, cooperation and aid of the Association of Commerce as a community betterment <br />organization working through its membership to effect the benefits desired by the community. <br />Councilman Korpal moved that the communication and resolution be accepted and placed on file. Councilman Rahn <br />seconded the motion. Motion carried. <br />PETITION <br />Petiti.on`of.Herman R. Larson, et al., for rezoning of Mishawaka Avenue on the north side of the street between <br />Twenty- eighbh and Twenty -ninth Sts., from its present status to that of commercial in conformity with most of <br />the other property in this vicinity facing Mishawaka Avenue. <br />(Signed) Herman R. Larson, et al. <br />Councilman Glass -made a motion that the petition be referred to the City Plan Commission. Councilman Bestle <br />seconded the motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend': <br />September 12th, 1955 <br />Your Committee of the Whole to whom was referred "An Ordinance - appropriating from the General Fund $21,820.51 <br />to Police Department P -11 Services Personal $10,131.15; to P -341 Clothing and Household $2,700.00; tp P -724 <br />Motor Equipment $7,887.36 and to P -726 Other Equipment $1,102.00, all of the budget for the Civil City of <br />South Bend, Indiana, for 1955 and declaring an extraordinary,emergency ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the <br />Council as favorable. <br />WILLIAM A. Motion <br />carried. <br />REPORT OF CITT 4LAN COMMISSION <br />Honorable Common Council <br />of the City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />September 8, 1955 <br />Attached petition of Endre Vadas to zone lots numbered 199 20 and 21 in Lincoln Plaza Addition, located at <br />the Northwest corner of Lincolnway West and Chicago Street, from "A" residential and "A" height and area <br />district to "C" commercial and "C" height and area district was legally advertised on August 22nd, 1955 and <br />given public hearing by your Planning Commission on September 1st, 1955. <br />The Commission found that the granting of the petition would constitute spot- zoning inasmuch as it would <br />allow uses on subject property which were denied to surrounding property and would further be an unwarranted <br />intrusion into a residential area. It was therefore moved, seconded and carried that the petition be <br />unfavorably rcommended to the Common Council. <br />Your attention is respectfully drawn to remonstrance topetition bearing the signatures of approximately thirty <br />property owners in the immediate vicinity of this property. <br />RLR /mw <br />Very truly yours, <br />CITY PLANNING COMMISSION <br />Robert L. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NUMBER 3702 COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />(Northwest corner of Lincolnway West and Chicago Street) <br />The ordinance was given first reading by title and second reading in full. Councilman Pinter made a motion <br />that the ordinance be referred for public hearing on September 26th. Councilman Niezgodski seconded the <br />motion. Motion carried. <br />
