_ � 133 COMMITTEE OF THE WHOLE MEETING JULY 11TH, 1955 Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole meeting in the Council Chamber, Monday, July 11th, 1955, at 8:14 P.M. (E.S.T.), with all members present. Chairman Hahn presided. ORDINANCE NO. 4053 "An Ordinance transferring and appropriating from Office of the Board, Services Personal, H -11 Salary of Surgeon $565.00 to Office of City Clerk, Services Contractual, C -242 Printing $565.00; from Fire Fighting Equipment and Maintenance Fund $22,703.65 to Fire Department Q -724 Motor Equipment $20,000.00 and to Q -726 Other Equipment $2,703.65; all of the budget for the Civil City of South Bend, Indiana for 1955 and declaring an extraordinary emergency'. Councilman Muszynski made a motion that the ordinance go to the Council as favorable. Councilman Glass seconded the motion. Motion carried. RF.S(1U"TON WHEREAS, pursuant to a resolution adopted by the Common Council of the City of South Bend, Indiana the commence- ment of the activities of industry, business, commerce, departments of government, schools, churches and courts was advanced one hour earlier than customary in harmony with Eastern Standard Time from and after 2:00 o'clock &.M. on November 28, 1954, and WHEREAS; it has become apparent that the extension of Daylight Saving Time through the winter months works a hardship upon a large segment of people, particularly children of school age, NOW, THEREFORE, BE ITRESOLVED BY THE COMMON COUNCIL OF THE CIVIL CITY OF SOUTH BEND AS FOLLOWS: The people of the City of South Bend, and its environs, schools, churches, governmental units and departments of governments, courts, business, commerce and industry are requested for the sake of uniformity from and after 2:00 o'clock A.M. on the last Sunday in October of each year to 2:00 o'clock A.M. on the last Sunday in March of each year to commence each day and conduct all business in conformity with Central Standard Time, and from 2;00 o'clock A.M. on the last Sunday in March of each year to 2:00 o'clock A.M. on the last Sunday in October of each ygar to commence each day and "conduct all business one hour earlier than is customary, in harmony with Eastern Standard Time. (Signed) WALTER C. ERLER SR. Member of the Common Council Proponents and opponents were given an opportunity to be heard on the above Resolution. Councilman Korpal made a motion that President Erler name a committee to investigate the legal possibilities of`'having a referendum in the November election and to confer with the Board of Education as to what the latter would do about altering the school schedules and to report back to the Council on July 25th. Councilman Muszynski seconded the motion. Motion carried.by roll call vote of 5 ayes (Councilmen Erler, Korpal, Pinter, President Erler referred the matter to the Ordinance Committee (Hahn &'Muszynski - `.3.nayl:(Bestle :Niezgodskix& consisting Qf Hahn, Korpal and Erler). ( Glass). There being no further business before the Committee of the Whole, Councilman Niezgodski made a motion to adjourn, which motion was seconded by Councilman Muszynski. Motion carried, and the Committee of the Whole meeting adjourned at 9:32 P.M. ATTEST: CLERK APPROVED:
