_ � 133 <br />COMMITTEE OF THE WHOLE MEETING <br />JULY 11TH, 1955 <br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole meeting in <br />the Council Chamber, Monday, July 11th, 1955, at 8:14 P.M. (E.S.T.), with all members present. Chairman Hahn <br />presided. <br />ORDINANCE NO. 4053 <br />"An Ordinance transferring and appropriating from Office of the Board, Services Personal, H -11 Salary of Surgeon <br />$565.00 to Office of City Clerk, Services Contractual, C -242 Printing $565.00; from Fire Fighting Equipment and <br />Maintenance Fund $22,703.65 to Fire Department Q -724 Motor Equipment $20,000.00 and to Q -726 Other Equipment <br />$2,703.65; all of the budget for the Civil City of South Bend, Indiana for 1955 and declaring an extraordinary <br />emergency'. <br />Councilman Muszynski made a motion that the ordinance go to the Council as favorable. Councilman Glass seconded <br />the motion. Motion carried. <br />RF.S(1U"TON <br />WHEREAS, pursuant to a resolution adopted by the Common Council of the City of South Bend, Indiana the commence- <br />ment of the activities of industry, business, commerce, departments of government, schools, churches <br />and courts was advanced one hour earlier than customary in harmony with Eastern Standard Time from and <br />after 2:00 o'clock &.M. on November 28, 1954, and <br />WHEREAS; it has become apparent that the extension of Daylight Saving Time through the winter months works a <br />hardship upon a large segment of people, particularly children of school age, <br />NOW, THEREFORE, BE ITRESOLVED BY THE COMMON COUNCIL OF THE CIVIL CITY OF SOUTH BEND AS FOLLOWS: <br />The people of the City of South Bend, and its environs, schools, <br />churches, governmental units and departments of governments, courts, <br />business, commerce and industry are requested for the sake of uniformity <br />from and after 2:00 o'clock A.M. on the last Sunday in October of each <br />year to 2:00 o'clock A.M. on the last Sunday in March of each year to <br />commence each day and conduct all business in conformity with Central <br />Standard Time, and from 2;00 o'clock A.M. on the last Sunday in March <br />of each year to 2:00 o'clock A.M. on the last Sunday in October of each <br />ygar to commence each day and "conduct all business one hour earlier than <br />is customary, in harmony with Eastern Standard Time. <br />(Signed) WALTER C. ERLER SR. <br />Member of the Common Council <br />Proponents and opponents were given an opportunity to be heard on the above Resolution. <br />Councilman Korpal made a motion that President Erler name a committee to investigate the legal possibilities <br />of`'having a referendum in the November election and to confer with the Board of Education as to what the latter <br />would do about altering the school schedules and to report back to the Council on July 25th. Councilman <br />Muszynski seconded the motion. Motion carried.by roll call vote of 5 ayes (Councilmen Erler, Korpal, Pinter, <br />President Erler referred the matter to the Ordinance Committee (Hahn &'Muszynski - `.3.nayl:(Bestle :Niezgodskix& <br />consisting Qf Hahn, Korpal and Erler). ( Glass). <br />There being no further business before the Committee of the Whole, Councilman Niezgodski made a motion to <br />adjourn, which motion was seconded by Councilman Muszynski.
