STAFF REPORT September 9, 2002 <br />Ironworker Club 292, Inc. 2168-02 <br />Location: 505 South Logan Street <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br /> from "B" Residential, "A" Height and Area, and <br /> "B" Height and Area to "C" Commercial, "B" <br /> Height and Area to allow a printing shog. <br />EXISTING LAND USE: The property currently contains a vacant <br /> commercial structure. <br />SURROUNDING LAND USE AND ZONING: Located to the north is the G.T.W. Railroad <br /> and single-family homes zoned "A" Residential, <br /> "A" height and area; to the east across Logan <br /> Street is a commercial business and a <br /> single-family home zoned "I-1" Light <br /> Industrial and a commercial business zoned <br /> "C-1" General Commercial in the City of <br /> Mishawaka; and to the south and west are <br /> single-family homes zoned "A" Residential, "A" <br /> height and area. <br />ACCESS: Access to the site is from Logan Street. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has been addressed by the <br /> petitioner. <br />SITE DATA: The total site to be rezoned is 21,780 square <br /> feet. Of that, the buildings will occupy <br /> 2,570 square feet, or 12 percent of the site; <br /> the parking and drives will occupy 10,330 <br /> square feet, or 47 percent of the site; and <br /> 8,880 square feet or 41 percent of the site <br /> will remain as open space. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> public wells, flood hazards, wetlands or <br /> environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: In 2001, a petition to rezone this property <br />from "B" Residential to "C" Commercial for a <br />retail use was withdrawn prior to the Area <br />Plan Commission Meeting. (APC 2103-01) <br />PRELIMINARY <br />STAFF RECOirRrlENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation, subject to a final <br />site development plan. Although this property <br />is currently zoned residentially and abuts <br />residential zoning to the north, south and <br />west, it is unlikely that the commercial <br />structure that was used as a private club in <br />the past will ever be used residentially. <br />
