STAFF REPORT September 9, 2002
Ironworker Club 292, Inc. 2168-02
Location: 505 South Logan Street
City of South Bend
REQUESTED ACTION: The petitioner is requesting a zone change
from "B" Residential, "A" Height and Area, and
"B" Height and Area to "C" Commercial, "B"
Height and Area to allow a printing shog.
EXISTING LAND USE: The property currently contains a vacant
commercial structure.
SURROUNDING LAND USE AND ZONING: Located to the north is the G.T.W. Railroad
and single-family homes zoned "A" Residential,
"A" height and area; to the east across Logan
Street is a commercial business and a
single-family home zoned "I-1" Light
Industrial and a commercial business zoned
"C-1" General Commercial in the City of
Mishawaka; and to the south and west are
single-family homes zoned "A" Residential, "A"
height and area.
ACCESS: Access to the site is from Logan Street.
WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site.
DRAINAGE: The drainage has been addressed by the
petitioner.
SITE DATA: The total site to be rezoned is 21,780 square
feet. Of that, the buildings will occupy
2,570 square feet, or 12 percent of the site;
the parking and drives will occupy 10,330
square feet, or 47 percent of the site; and
8,880 square feet or 41 percent of the site
will remain as open space.
ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no
public wells, flood hazards, wetlands or
environmental hazard areas are present.
SITE PLAN: The site plan is preliminary.
AGENCY COMMENTS: In 2001, a petition to rezone this property
from "B" Residential to "C" Commercial for a
retail use was withdrawn prior to the Area
Plan Commission Meeting. (APC 2103-01)
PRELIMINARY
STAFF RECOirRrlENDATION: Based on information available prior to the
public hearing, the staff recommends that this
petition be sent to the Common Council with a
favorable recommendation, subject to a final
site development plan. Although this property
is currently zoned residentially and abuts
residential zoning to the north, south and
west, it is unlikely that the commercial
structure that was used as a private club in
the past will ever be used residentially.
