Minimum charge per month - $0.95 <br />(Continued) <br />Above rates and charges are in addition to water rates and charges. <br />(2) Sewage treatment service charges are to be billed at the above rates on the basis of the quantity of water <br />used from the water supply furnished by the municipal waterworks of the City of South Bend, as indicated by the <br />metered water consumption records, or in cases where there'.is no water meter or conswg15ti= record, then the <br />quantity of water used may be determined,in such manner as the Board of Public Works and Safety may elect. <br />(3) The quantity of water obtained from sources other than the municipal waterworks and discharged into the <br />public sanitary sewer system, may be determined by the City in such manner as the Board of Public 6orks and <br />Safety shall elect, and the sewage treatment service may be billed at the above rates. <br />(4) Water which is rased in the process of manufacture, or for other purposes, not discharged into the public <br />sanitary sewers, shall be exempt. <br />be The City shall have the right to base its charges not only on volume but also on strength and character <br />of the sewage and wastes which it is required to treat and dispose of, and the right to determine the strength <br />and character of sewage in such manner and by _such method as it may find practicable. <br />WHEREAS, the City is authorized by Chapter 61 of the Acts of the IndianaGeneral Assembly for the year 1932, as <br />amended, to issue revenue bonds to obtain funds to pay the cost of a sewage treatment works, which bonds under <br />said Act are payable solely from the revenues of said sewage treatment works; and the Board of Public Works and <br />Safety now finds that the most of said sewage treatment works should be financed by the issuance of revenue bonds <br />issued pursuant to said Act; and <br />AREAS, the Board deems it expedient to take construction bids prior to the adoption of a bond ordinance by the <br />Cmiricil, in order to determine with greater certainty the amount of bonds required to be issued to finance said <br />project and the rates and charges for sewage treatment service; now therefore, <br />BE IT RESOLVED by the_ Board of Public works and Safety of the City of South Bend that the plans, specifications <br />and estimates heretofore - prepared and filed by Consoer, Townsend &.Associates be and the same are hereby approved. <br />FURTHER RESOLVED that the Common Council of the City of South Bend be requested to authorize the Board of Public <br />Works and Safety of said City to 9&ertise for and receive bids on the construction of a sewage treatment works <br />for said City in accordance with said plans and specifications; that a copy of this resolution'be filed with the <br />City Clerk for presentation to the Common Council for such purpose.. <br />FURTHER RESOLVED that the form of ordinance drawn for such purpose by Russell C. Councilman Hahn made a motion,;for <br />suspension of rules. Councilman Glass seconded the motion. Motion lost by a roll call vote of 5,ayes (Counci <br />Erler,, Alford, Bestle, Glass and Hahn) - 4 nays (Councilmen Korpal, Pinter, Niezgodski and Muszynski). <br />Councilman Icahn made a motion that the ordinance be held up until January 11th, 19549 Councilman Glass seconded <br />the motion* <br />3 MINUTE RECESS - 5:10 P.M. <br />Councilman Hahn made a motion for a three minute recess. Councilman Glass <br />withdraws second to the motion. Motion carried. <br />Councilman Hahn made a motion that the ordinance be given third reading at the next Council meeting on December <br />14th.
