�I REGULAR MEETING _ MAY 25T$ 1953 <br />VERBAL REPORT FROM DR. RAUSCH OF THE PARK BOARD <br />Dr. Rausoh, President of the Park Board, appeared before the Council to explain why the Park Commissioners <br />entered into an agreement with the Bendix Aviation Corporation under which the corporation will build a <br />$30,000.00 parking lot for 325 oars in Bendier Park* The contract is for five years at a $1200904 annual rental <br />and all improvements will belong to the Park Department on expiration of the contract. The public will have <br />use of the parking lot on Sundays and holidays* <br />Councilman Niezgodski made a motion that the report from the Park Board be accepted. Councilman Hahn seconded <br />the motion. Motion. carried. <br />ORDINANCE N0. 3926 <br />AN ORDINAANCE OF THE CITY OF SOUTH BEND, INDIANA AUTHORIZING <br />THE ISSUANCE AND SALE OF BONDS OF SAID CITY FOR THE PURPOSE <br />OF PROVIDING FUNDS TO BE APPLIED ON THE COST OF ACQUISITION <br />OF THE NECESSARY LAND AND EQUIPMENT FOR THE COLLECTION AND <br />DISPOSAL OF GARBAGE IN SAID CITY, AND EXPENSES INCURRED IN <br />CONNECTION THEITH. <br />The Clerk presented to the Council proof of publication and posting of notice of the public hearing on the <br />ordinance proposed to be passed and authorizing the issuance and sale of bonds of said City for the purpose of <br />providing funds to be applied on the oust of aequisition of the necessary land and equipment for the collection <br />and disposal.of garbage in said city, and expenses incurred in connection therewith* <br />On'motion duly made, seconded and unanimously carried, said proofs of publication and posting were approved• <br />The presiding officer then announced that the Council was ready to hear all taxpayers interested in the said <br />ordinance* After hearing all taxpayers desiring to be heard on said ordinance, the ordinance was given third <br />reading in full* <br />Councilman Niezgodski made a motion that the ordinance be held up for two weeks* Councilman Muszynski seconded <br />the motion. Motion lost by a roll call vote of 4 ayes kCouneil.men Korpal, Pinter, Niezgodski and Muszynski) • <br />5 nays (Councilmen Erler, Alford, Bestle, Glass and Hahn)* <br />FIVE MINUTE RECESS • St41 P.ld. <br />Councilman Glass made a motion for a five minute recess. Councilman Hahn seconded the motion* Motion carried• <br />N <br />RECONVENED MEETING - 8:53 P.M. <br />Councilman Glass reconsiders his motion. Councilman Niezgodski seconded the motion. Motion carried, and the <br />ordinance be held up for two weeks* <br />Councilman Niezgodski thereupon introduced Ordinance No* 3927. entitled "An Ordinance of the City of South Bend, <br />Indiana appropriating the sum of One Hundred Fifty Thousand Dollars ($150,000.00) to be applied on the cost of <br />acquisition of land and equipment necessary for the collection and disposal of said city of garbage in said city, <br />and expenses :fxeurred in aonneetion therewith ". <br />The ordinance was given first reading'by title and there being no objections the ordinance was given second <br />reading in full, <br />Councilman kvzgodski made a motion that the ordinance be referred to the Committee of the Whole for public <br />hearing on Juice 8th, 1953, and that the City Clerk be instructed to publish a notice to taxpayers of such publie <br />hearing once each week for two weeks in the South Bend Tribune and the Tri- County News, the dame being newspapers <br />published in the -Xity of South Bend and representing tiro leading political parties, and to post said notice in <br />three public places in said City, the first publication and posting to be at least ten (10) days prior to 'said <br />date* This motion was seconded by Councilman Muszynski, and on call of the roll was adopted by the following <br />vote: <br />Ayes: Councilmen Erler, Alford, Korpal, Pinter, Bestle, <br />Niezgodski, Glass, Hahn and Muszynski• <br />Nays: None <br />The presiding offeer declared said motion carried and instructed the City Clerk to publish and post notice of <br />said public hearing as provided in the foregoing motion* <br />ORDINANCE <br />AN ORDINANCE TRANSFERRING FUNDS FROM Q -11, SERVICES <br />PERSONAL, FIRE D EPARTMENT, TO Q•724, MOTOR EQUIPMENT, <br />FIRE DEPARTMENT IN THE AMOUNT OF $16,700.001 AN"EMERGENCY <br />APPROPRIATION OF $3,200.00 FROM GENERAL STREET AND TRAFFIC <br />FUND TO S -2510 REPAIRS OF BUILDINGS AND STRUCTURES, STREET <br />DEPARTMENT, OF THE BUDGET OF 1953 OF THE CIVIL CITY OF <br />SOUTH BEND, INDIANA• <br />The ordinance was given first reading by title and second reading in full. Councilman Muszyn.ski made a motion <br />that the ordinance be referred to the Committee of the Whole for public hearing on June 8th. Councilman Glass <br />seconded the motion. Motion carried* <br />'UNFINISHED BUSINESS <br />Mr. William E. Voor, attorney for the South Bend Public Housing Authority, made a report to the Council to the <br />effect.that the authority can proceed with the Maggies Court federal low rent housing project, if the Council <br />will approve a new cooperation agreement. <br />
