MEETING <br />APRIL, 13TH9 1953 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, Monday, April 13th, 1953, at 9 :10 P.M., with all members present. President $rler presided* <br />REPORT OF COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have <br />inspected the minutes of the previous meeting of the Council and found them correct. Motion <br />carried. <br />COMMUNICATION <br />Mr. Walter Erler, President <br />South Bend City Council March 26 1953 <br />City Hall <br />South Bend, Indiana <br />To the Honorable Members of South Bend City Counoil: <br />I would like for the city council to consider at April 13 meeting the problem of removing the location of The <br />South Bend Humane Society from 1135 Beyer Avenue to a location outside city limits. We people living (I live <br />at 1141 Belmont) on Belmont and Longfellow Avenue are sure the keeping of so many, I think at least 40 at times, <br />dogs constitutes a public nuisance. They start barking at around 5:00 o'oiock in the morning. Householders <br />have protested to Humane Society. I wrote Mrs. Flannegan this week asking them to get the problem solved. <br />It becomes,, so far as we are concerned a matter of human welfare over dogs or dogs over humans. I like dogs <br />but in their place. We do not like to be awakened and disturbed by them constantly. <br />My second problem concerns packs of dogs roaming about Perley School, as many as 10 in a pack. Several children, <br />have had minor bites by dogs. Sooner or later unless the situation is corrected-some one of our 450 students <br />will be hurt seriously. <br />We have announced repeatedly -fw children to keep their dogs homey We called the city dog pound on numerous <br />occasions. This morning my call to dog pound at 8s15 got assurance they would be out. They never showed up* <br />I am recommending that an ordiance with teeth in it be passed to solve this very unsatisfactory condition* <br />Thank you. <br />Very: sincerly yours, <br />Myron D. Motion carried. <br />PETITION <br />Gentlemen: <br />April 9th,: 1953 <br />Councilman Glass <br />We, the undersigned property owners, petition your honorable body to improve Ewing, Fox,# Donald,` Bowman and <br />Calvert Street from Twyokenham East to Sampson Street, by.the construction of additional sewer openings# wherever <br />necessary to eliminate the overflow of sewers onto private property, due to the inadequate drainage of Twcykenham <br />Hills, from the Place Development, according to law* <br />i <br />(200 Signatures) <br />Councilman Hahn made a motion that the petition be referred to the Board of Public Works. Councilman Muszynski <br />seconded the motion*. Motion carried. <br />PETITION <br />To: Common Council of the City of South Bend <br />South Bend, Indiana <br />We, the undersigned, owners of the property described as lots numbered 8 and 9 in Chippewa Heights Addition, <br />represent that the aforesaid lots are zoned in two residential districts, the front portions of these lots being <br />.zoned in the classification of B residence district and the rear portions being zoned in the classification of <br />A residence district. <br />It is the desire of the owners of said lots to use the entire lot area for a B classification use and respectfu <br />petition your honorable body to amend Ordinance number 37020 commonly known as the zoning ordinance of the City <br />of South Bend, Indiana to extend the classification of B residence district to cover the rear portions of the <br />hereinabove described lots which are now classified in the classification of A residence district. <br />Jacob Mitschelen <br />Elsie Mitschelen <br />Jessica Pond <br />Owners of Lot No. 9 in Chippewa Heights Addition <br />Lot 8 Chippewa Heights Addition <br />Councilman Hahn made a motion that the petition be referred to the City Plan Commission.
