k <br />TEE OF THE WHOLE MEETING MARCH 9TH, 1953 <br />i 1 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />meeting in the Council Chamber, Monday, March 9th, 1953, at 8zO5 P.M., with all members present except Councilmen <br />Bestle and Niezgodski. Chairman Hahn presided. <br />ORDINANCE <br />"An Ordinance prohibiting the passing of motor vehicles by trucks., trailers and certain other vehicles on public <br />streets in the City of South Bend, Indianan. <br />REPORT OF TRAFFIC CONMITTEE TO THE COUNCIL <br />The Traffic Committee met with the Northern Indiana Chapter of the Indiana Motor Truck Association on Monday, <br />February 16th,, 1953• In reference to the ordinance which would prohibit heavy trucks and tractor trailer units <br />fre* passing other vehicles headed in the same direction, the truoking association offered to cooperate in a <br />plan of voluntary self - policing• The erection of signs on all gateways to the City of South Bend and the sending <br />of bulletins to all the industry and union publications asking trucking firms and employees to cooperate. <br />The Traffic Committee agreed to give the plan a trial for a period of six months. The signs that are erected <br />are to be approved by the Common Council. Therefore, the members of the Traffic Committee recommend that the <br />ordinance be tabled for the period of six months. <br />(Signed) W. Glass, Chairman <br />W. C. Erler <br />W. A. Hahn <br />Stanley C. Korpal <br />Councilman Erler made a motion that the Report of Traffic Committee be accepted and the ordinance be tabled for <br />six months. Councilman Mu.szynski seconded the motion. Motion carried* <br />ORDINANCE <br />"An Ordinance for safeguarding persons and property and promoting the welfare of the publics creating the office <br />of electrical inspector and prescribing his dirtiest establishing standard for electrical equipment and for its <br />installation and requiring conformity therewithz making it unlawful to undertake the installation of electrical <br />equipment without a permit therefor, and creating an electrical examining board and a board of review and <br />prescribing their dirtiest providing for the licensing by the electrical examining board of persons, firms, and <br />corporations undertaking the installation of electrical equipment, and operators of moving picture projectors, <br />and electrical contractors and dealers in electrical equipment, and making it unlawful to undertake the <br />installation of electrical equipment or operation of moving picture projectors without a license except as <br />otherwise providedr providing penalties for the violation of this ordinance, and repealing all ordinances and <br />parts of ordinances in conflict hbrewith•n <br />Councilman Erler made a motion that the electrical ordinance be referred to a committee of three for further <br />study and to report back to the Committee of the Whole at its next meeting. Councilman Korpal seconded the <br />motion. Motion carried. Councilman Erler appointed Councilmen Korpal, Glass and Erler to serve on the Committee, <br />There being no further business before the Committee of the Whole, Councilman Muszynski made a motion to adjourn, <br />which motion was seconded by Councilman. Alford.
