ORDINANCE <br />838 <br />NOVEMBER 24TH. 1952 <br />AN ORDINANCE TRANSFERRING MONIES FROM TUBERCULOSIS CLINIC, Y -261, <br />$593.05 TO W -344, BOARD OF HEALTH: FROM FIRE DEPARTMENT, Q -11, <br />SALARIES, $500, TO Q- 341 -B, CLOTHING; FROM POLICE DEPARTMENT, P -11, <br />SALARIES, $1500 TO P -341, CLOTHING AND HOUSEHOLD, ALL OF THE BUDGET <br />FOR THE YEAR 1952 OF THE CIVIL CITY OF SOUTH BEND, INDIANA. <br />The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion <br />that the ordinance be referred to the Committee of the Whole for public hearing on December 8th. Councilman <br />Muszynski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR SAFEGUARDING PERSONS AND PROPERTY AND PROMOTING THE <br />WELFARE OF THE PUBLIC, CREATING THE OFFICE OF ELECTRICAL INSPECTOR <br />AND PRESCRIBING HIS DUTIES:: ESTABLISHING STANDARDSFOR ELECTRICAL <br />EQUIPMENT AND FOR ITS INSTALLATION AND REQUIRING CONFORMITY THEREWITH: <br />MAKING IT UNLAWFUL TO.UNDERTAKE THE - INSTALLATION OF ELECTRICAL EQUIPMENT <br />WITHOUT A PERMIT THEREFOR, AND CREATING AN ELECTRICAL EXAMINING BOARD <br />AND A BOARD OF REVIEW AND PRESCRIBING THEIR DUTIES: PROVIDING FOR THE <br />LICENSING BY THE ELECTRICAL EXAMINING.BOARD OF PERSONS, FIRMS, AND <br />CORPORATIONS UNDERTAKING THE INSTALLATION OF ELECTRICAL EQUIPMENT, <br />AND OPERATORS OF MOVING PICTURE PROJECTORS, AND ELECTRICAL CONTRACTORS <br />AND DEALERS IN ELECTRICAL EQUIPMENT, AND MAKING IT UNLAWFUL TO UNDERTAKE <br />THE INSTALLATION OF ELECTRICAL EQUIPMENT OR OPERATION OF MOVING PICTURE <br />PORJECTORS WITHOUT A LICENSE EXCEPT AS OTHERWISE PROVIDED: PROVIDING <br />PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, AND REPEALING ALL <br />ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. <br />Councilman Niezgodski made a motion that the ordinance be help up until the next Council meeting on December <br />8th. Councilman Muszynski seconded the motion. Motion carried. <br />RESOLUTION AUTHORIZING CERTAIN PAYMENTS <br />TO BE MADE TO SALARIED CITY EMPLOYEES. <br />WHEWAS, the City oT South Bend, Indiana, is approaching the close of its fiscal year, and <br />WHEREAS, the office of the City Controller-will be required to make numerous payments and close its numerous <br />and complicated accounts; and, <br />WHEREAS, it is desirable that the work of said office be simplified when possible; now, <br />THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana; <br />SECTION 1. That all salaried officers and employees -of the City shall be paid their salaries for month of <br />December, 1952, on the 20th day of said month. <br />SECTION 2. The Controller of the City of South Bend is hereby authorized to make said salary payments upon <br />said date. <br />SECTION 3. This Resolution shall be in full force and effect from and after its passage by the Common Council <br />and approval by the Mayor. <br />Percy Alford <br />Member of the Common Council <br />Councilman Niezgodski made a'motion for the adoption of the Resolution. Councilman Korpal seconded the motion. <br />Motion carried by a roll call vote of 9 ayes - 0 nays. <br />RESOLUTION <br />WHEREAS, studies show that motor vehicle registration in the South Bend area has increased more than 53 per cent <br />in the past 10 years, and that automobile usage has increased over 174 per cent in the same period, and <br />WHEREAS, serious parking restrictions have been imposed by the City of South Bend to combat the rising traffic <br />problems in the City, and <br />WHEREAS, ft ther parking restrictions and other traffic improvements are in order in the immediate future to <br />cope with the problem of traffic congestion, and, <br />YEREAS, lack of adequate "on- street" parking facilities is causing serious inconvenience for the motoring public, <br />and threatening the economic structure of our community, and <br />WHEREAS, the general motoring public of South Bend, as well as retail merchants, labor unions, business <br />organizations, and minority groups of the city have demanded immediate attention to the parking problem <br />in South Bend in petitions bearing over 9,000 signatures, <br />(CONTINUED) <br />
