833 <br />REGULAR MEETING <br />RESOLUTION <br />OCTOBER 27TH, 1952 <br />WHEREAS, studies show that motor vehicle registration in the South Bend area has increased more than 53 per <br />cent in the past 10 years, and that automobile usage has increased over 174 per cent in the same <br />period, and <br />WHEREAS, serious parking restrictions have been imposed by the City of South Bend to combat the rising <br />traffic problems in the City, and <br />WHEREAS, further parking restrictions and other traffic improvements are in order in the immediate future to <br />cope with the problem of traffic congestion, and, <br />WHEREAS, lack of adequate "on- street" parking facilities is causing serious inconvenience for the motoring <br />public, and threatening the economic structure of our community, and <br />WHEREAS, the general motoring public of South Bend, as well as retail merchants, labor unions, business <br />organizations, and minority groups of the city have demanded immediate attention to the parking <br />problem in South Bend in petitions bearing over 9,000 signatures. <br />THEREFORE, BE IT RESOLVED, that the City of South Bend, through the City Council, appropriate such funds as <br />may be necessary from un- pledged parking meter revenue for the hire of a professional and unbiased <br />parking consultant agency, on a bid basis, to conduct a specific study of the city's parking problem <br />and parking needs in ALL suspected critical parking areas within the city of South Bend, and show <br />NO favortism for any one business segment of our community, and <br />BE IT FURTHER RESOLVED, if the parking study discloses serious parking needs, that the City of South Bend <br />undertake the development of "short- term" off - street parking facilities, with private enterprise <br />given the first opportunity and every consideration in leasing and operating these off - street <br />parking facilities* <br />Resolved on this day, Monday, October 27, 1952, in the City of South Bend, Indiana. <br />SIGNED. Motion carried. <br />UNFINISHED BUSINESS: <br />Councilman Glass made a motion that the Board of Public Works put forth every effort to see that merchants of <br />South Bend,d,p not sweep dirt into the street. Councilman Korpal seconded the motion. Motion carried. <br />Y" <br />Councilman Muszynski made a motion that the Clerk notify the Board of Public Works to clean out the cloak room <br />in the Council Chambers. Councilman. Hahn seconded the motion. Motion carried. <br />There being no further business before the Council, Councilman Muszynski made a motion to adjourn, which <br />motion was seconded by Councilman Glass.
