REGULAR MEETING <br />ORDINANCE NO. 3891 <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702 KNOWN AS <br />THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA. <br />(Property on the East side of Catalpa St. South <br />of Indiana Avenue) <br />822 <br />The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a motion <br />for suspension of rules. Councilman Glass seconded the motion. Motion carried by a roll call vote of 8 ayes - <br />0 nays - 1 absent (Muszynski). <br />ORDINANCE <br />AN ORDINANCE TRANSFERRING MONIES FROM P -11, POLICE DEPARTMENT <br />SALARY FUND, TO P -332, POLICE DEPARTMENT OIL, $200.00, AND <br />FROM H -11, BOARD OF PUBLIC WORKS AND SAFETY SALARY FUND, TO <br />H -241, BOARD OF PUBLIC WORKS AND SAFETY FUND FOR ADVERTISING <br />AND PUBLICATION OF NOTICES, $200.00, DECLARING AN EMERGENCY. <br />The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion that <br />the ordinance be referred to the Committee a_" the Whole for public hearing on September 22nd. Councilman Korpal <br />seconded the motion. Motion carried. <br />UNFINISHED BUSINESS <br />Board of Public Works and Safety <br />City of South Bend, Indiana . <br />Ro: Repair of New York Central Railroad <br />Gentlemen :. crossings at Walnut, Harris, Sample <br />and Olive Street and Twyckenham Drive <br />Mr. Lem Schuster, supervisor of tracks of the New York Central Railroad, was notified of the bad condition of <br />the above crossings and.was asked.to give :the matter his immediate attention. <br />A.Mr. Cosner, assistant supervisor of tracks, was in my office Thursday afternoon, September 4th, and made the <br />following verbal report: <br />That the New York Central Railroad would start the repair of the Harris <br />and Walnut Street crossings Tuesday,;,September 9, 1952. <br />Another crew will start the repair and raising of tracks at the Twyckenham <br />Drive crossing immediately. This will take approximately three weeks as <br />the tracks will be raised for some distance on each side of Twyekenham Drive. <br />The general repair of the Sample and Olive Street crossing is being held up temporarily until a decision can be <br />mq,de by the ra-ilroad on the possible permanent removal of some of the tracks. In the meantime Mr. Cosner promised <br />that a temporary patch job would be made at this location immediately. <br />Very truly yours, <br />Traffic Engineer <br />Councilman Niezgodski made a motion that the report be accepted. Councilman Hahn seconded the Motion. Motion <br />carried. <br />NEW BUSINESS <br />Councilman Korpal made a motion that the Board of Public Works and safety take action against merchants in all <br />parts of the city who sweep store debris into the street. Councilman Niezgodski seconded the motion. Motion <br />carried. <br />Councilman Korpal made a motion that the Board of Public Works instruct the Police Department to cooperate with <br />the street Department in clearing streets of parkers at night when streets are scheduledt o be cleaned. Councilman <br />Niezgodski seconded the motion. Motion carried. <br />Councilman Hahn made a motion that the Board of Public Works investigate the parking on the sidewalk on Colfax <br />Avenue East of Michigan Street. Councilman Glass seconded the motion. Motion carried. <br />There being no further business before the Council, Councilman Hahn made a motion to adjourn, which motion was <br />seconded by Councilman Korpal.
