<br />To the Common Council of the City of South Bends
<br />Your Committee of the 'Whole to whom was referred "An Ordinance fixing the Tax Levy for the year 1953 for the
<br />Municipal City of South Bend, Indiana ".
<br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the
<br />Council as, favorable.

<br />RESOLUTION
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE
<br />CIVIL CITY OF SOUTH BEND, INDIANA, IN RE-
<br />FERENCE TO THE EXTENSION OF FEDERAL RENT
<br />CONTROL WITHIN SAID CITY.
<br />WHEREAS, there is an alleged shortage of rental housing accommodations in the area, and,
<br />WHEREAS, there is an anticipated expanded activity in local industry and an increase of defense activities
<br />generally, and
<br />WHEREAS, the alleged shortage of rental housing accommodations might possibly become more severe.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the Civil City of South Bend, Indiana, that Federal Rent
<br />Controls be temporarily continued in the City of South Bend, Indiana, until April 30, 1953, and the C -ity Clerk
<br />is hereby directed to forward a copy of this Resolution -to the Office of Rent aStabilization in Washington, % Co

<br />RESOLUTION „
<br />BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, that the Contract heretofore entered
<br />into by and between the Board of Public Works and Safety of the City of South•Bend, Indiana, and MOTOROLA, INC.,
<br />4545 West Augusta Boulevard, Chicago, Illinois, to supply the Fire Department of the City of South Bend, Indiana,
<br />with a complete system of radio communications equipment, as itemized in bid submitted by them in accordance
<br />with provisions of advertised request for bids, for the contract price of Thirteen Thousand, Five Hundred Ninety-
<br />eight dollars and six -five cents ($13,598.65), is hereby confirmed and approved.

<br />MEMORANDUM TO CITY PLAN COMMISSION
<br />Reasons for rejection of Amendment to Zoning Ordinance
<br />requesting a change from Classification "B" Residential
<br />to "C" Commercial on the East side of the 2900 block
<br />South Michigan Street.
<br />1. From the commercial center at Ireland Road and Highway 31 to Woodside St. with the exception of three
<br />commercial spots is occupied by residential. Michigan Street is the South gateway to South Bend and one of the
<br />heaviest traveled streets in the city and gives us a pleasing approach to the city.
<br />2. One of our difficult problems today is a lack of off street parking with the zoning of an addition of 60 feet
<br />frontage on Michigan St. for a super market in addition to the frontage on Michigan Street now operated by
<br />petitioner as a restaurant and without sufficient off street parking creates a heavily congested area and as
<br />this is at the bottom of a grade on Michigan, which when icy, has caused many accidents in the past.
<br />3. Mr. Heston's supplementary petition was not confined to property owners, but carries names from throughout
<br />the rural section as well as Lakeville.
<br />4. The petitioner for zoning always has the advantage of prior knowledge of what is desired and can build up
<br />his case.
<br />The only notice citizens in the area have regarding what is attempted in zoning is a legal fine print notice in
<br />the newspapers required by law, which people affected by change of zoning do not read.
<br />The Plan Commission has a moral responsibility to see that those affected are notified. This lack of knowledge
<br />prevents a public hearing before the Plan Commission by all desiring to be heard.
