771 <br />REGULAR MEETING JANUARY 28TH, 1952 <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />Teo the Common Council of the City of South Bend: <br />Your Committee of the whole to whom was referred "An Ordinance reducing certain items in the 1952 budget for the <br />Police Department of the Civil City of South Bend, Indiana in the aggregate amount of $17,906.00 and appropriati <br />from the General Fund of said City to the 1952 budget for the Police Department of said city in the aggregate <br />amount of $17,898.00 and declaring an extraordinary emergency ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council <br />as favorable. <br />Councilman Bestle made a motion that the report be accepted. <br />carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />WM. Motion <br />Your Committee of the Whole to whom was referred "An Ordinance appropriating from the General Fund the sum of <br />Sixteen Hundred Eighty ($1,680.00) Dollars to certain budgetary items of the 1952 budget of the Civil City of <br />South Bend, Ind., and declaring an extraordinary emergency ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council <br />as favorable. <br />WM. Motion <br />carri ed. <br />REPORT OF STREET & ALLEY COMMITTEE <br />The Street and Alley Committee, composed of Councilmen Pinter, Bestle and Glass, met with the Superintendent of <br />Streets Harry Tomlinson in the Council Chambers January 23rd, 1952 for the purpose of devising some method of <br />clearing the streets during the time of snow removal and for street cleaning. <br />The Committee fully realizes that a ban on all night parking on the streets would create a hardship for a number ol <br />citizens that do not have a garage or available space to park their cars. The Committee also realizes that to <br />protect the health of the citizens it is necessary for snow removal and the streets cleaned at regular intervals, <br />therefore we recommend that the parking of vehicles from the hours of 12 midnight to 6 A.M. be parked as follows: <br />On the even side of the street on even dates and <br />on the odd side of the street on odd dates. <br />This recommendation includes streets now designated as state highways, providing this plan meets with the <br />approval of the State Highway Commission, but does not include streets having parking on one side of the street. <br />These will be cleaned by posting no parking signs. <br />We believe that this plan will not only give the Street Department a chance to operate at night but will <br />discourage parke rs that have garages or parking space to park their cars on the streets during the night. <br />(Signed) Michael R.
