715 <br />Y' <br />REGULAR MEETING APRIL 23RD, 1951 <br />Councilman Chester Muszynski then moved that Ordinance No. 3816 be read a second time by title, and that an <br />opportunity be given for the offering of• amendments, which motion was seconded by Councilman Cloyd Bestle and <br />carried. The Clerk then read Ordinance No. 3816 the second time by title and no amendments were offered thereto. <br />Councilman Stanley Korpal then moved that said ordinance be carried over for further consideration until a <br />meeting of the Council to be held on the 14 day of May, 1951, and that a public hearing be held on said ordinance <br />at that meeting; that the City Clerk be instructed to publish a notice to taxpayers of such public hearing once <br />each week for two weeks in the South Bend Tribune and South Bend Record, the same being newspapers published in <br />the City of South Bend and representing the two leading political parties, and to post said notice in three <br />public places in said City, the first publication and posting to be at least ten (10) days prior to said date. <br />This motion was seconded by Councilman Cloyd Bestle and on call of the roll was adopted by the following vote: <br />Ayes: Councilmen Clem Niezgodski, Stanley Korpal, Albert Tellson, <br />Cloyd Bestle, Walter Glass, Alvin Kemper, Walter Erler and <br />Chester Muszynski. <br />Nays: None <br />The presiding officer declared said motion carried and instructed the City Clerk to publish and post notice of <br />said public hearing as provided in the foregoing motion. <br />ORDINANCE NO. 3813 <br />AN ORDINANCE APPROVING A CONTRACT DATED APRIL 2, 1951, <br />BETWEEN THE CITY OF SOUTH BEND, INDIANA, BY AND THROUGH <br />ITS BOARD OF PUBLIC WORKS AND SAFETY, AND THE DEPENDABLE <br />DISPOSAL COMPANY, INC. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />ORDINANCE NO. 3814 <br />AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1951 SOUTH BEND, <br />INDIANA, CIVIL CITY BUDGET; AND APPROPRIATING FROM THE GENERAL <br />STREET AND TRAFFIC FUND OF SAID CITY THE SUM OF ONE THOUSAND <br />FOUR HUNDRED ($1,400.00) DOLLARS, TO CERTAIN OTHER BUDGETARY <br />ITEM OF THE 1951 BUDGET OF THE CIVIL CITY OF SOUTH BEAD, <br />INDIANA, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />ORDINANCE NO. 3815 <br />The ordinance was <br />for suspension of <br />8 ayes - 0 nays. <br />The ordinance was <br />AN ORDINANCE APPROVING A CONTRACT DATED APRIL 16, 1951, BETWEEN <br />THE CITY OF SOUTH BEND, INDIANA, BY AND THROUGH ITS BOARD OF <br />PUBLIC WORKS AND SAFETY, AND REITH -RILEY CONSTRUCTION COMPANY. <br />given first reading.by title and second reading in full. Councilman Muszynski made a motion <br />rules. Councilman Tellson seconded the motion. Motion carried by a roll call vote of <br />given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />UNFINISHED BUSINESS <br />Councilman Korpa% made a motion that the Board of Works endeavor to bring about repairs of rough crossings at <br />the Calvert Street, Indiana Avenue, Ewing Avenue of the Pennsylvania Railroad, Olive and Sample Street of the <br />New York Central system, and remedy traffic snarls caused by switching operations. <br />Councilman Glass made a motion to reactivate the railroad committee. Councilman Muszynski seconded the motion. <br />Motion carried. <br />Councilman Muszynski made a motion that the Board of Public Works notify the Police Department to station an <br />officer to enforce the speed law on West Indiana Avenue between Walnut and Olive Streets. Councilman Korpal <br />seconded the motion. Motion carried. <br />There being no further business, Councilman Tellson made a motion to adjourn, which motion was seconded by <br />Councilman Korpal.
