HEALTH & PUBLIC SAFETY AUGUST 12.2013 3:30 P.M. <br />Committee Members Present: Karen White, Dr. Fred Ferlic, Dr. David Varner (AB), Tim Scott <br />Citizen Members Present: Annette Malone (AB) <br />Other Council Present: Henry Davis (AB), Valerie Schey, Oliver Davis (EXAB), Gavin Ferlic, Derek Dieter <br />Others Present: Aladean DeRose, Jack Smith, Chuck Bulot, Erin Blasko, Kyle Chamberlin <br />Agenda: Bill No# 32 -13 Handicap Parking <br />Health & Public Safety Committee•Chair Karen White called the Committee to order at 3:30 noting a <br />quorum was present to review substitute bill 32 -13. This bill was presented to committee by Chief <br />Deputy City Attorney Aladean DeRose. Aladean said that the Indiana General Assembly in their last <br />session has raised handicapped parking violation fines from $50.00 to $100.00, because local law cannot <br />conflict with state law. South Bend was required to set its violation fee at $100.00 as well. <br />Derek Dieter asked if the fine increase was applicable to private property violations and would this <br />require the city to print new tickets. Aladean said yes to both. <br />Karen White asked how many tickets for handicapped parking violations were issued last year and the <br />amount of money collected. Aladean promised to provide answers by the 7:00 meeting. <br />Aladean explained the purpose of the substitute bill was to change the handicapped reference in the bill <br />to disabled. <br />Karen called for action on the substitute bill. Tim Scott moved for acceptance. Dr. Ferlic seconded and <br />all affirmed. <br />Tim followed with a motion to recommend favorably. Dr. Ferlic again seconded.
