2 <br /> REGULAR MEETING MARCH 22, 2004 <br /> The regular meeting of the Board of Public Works was convened at 9:30 a.m. on Monday, March <br /> 22,2004,by Board President Gary A.Gilot,with Mr.Carl P.Littrell and Mr. Donald E.Inks present. <br /> Also present was Board Attorney Thomas Bodnar and Attorney John Livingston. <br /> AGENDA ITEMS ADDED <br /> Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following items were <br /> added to the agenda: <br /> - Award Quotation - Xerox Printer <br /> - Title Sheet- Deer Hollow <br /> - Addendum - South Side Master Plan <br /> - Agreement- Portage Avenue <br /> APPROVE MINUTES OF PREVIOUS MEETING <br /> Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the minutes of the public <br /> agenda session and the regular meeting of the Board held on March 4 and March 8, 2004, were <br /> approved. <br /> PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - "ART FOR THE MIND" - <br /> STANLEY CLARK SCHOOL <br /> Mr. Gilot advised that this was the date set for the Board's Public Hearing concerning an Application <br /> for a Transient Merchant License, as submitted by Ms. Marian Quirk, 2808 Elbridge, Long Beach, <br /> Indiana, to conduct the sale of art work on October 26 and November 6, 2004 at Stanley Clark <br /> School, 3123 Miami, South Bend, Indiana. Mr. Gilot stated that favorable recommendations have <br /> been received by the Police Department, Fire Department and the Building Commissioner. <br /> Ms. Marian Quirk was present and recommended approval. There being no one else present <br /> wishing to address the Board concerning this matter,the Public Hearing was closed. Therefore,upon <br /> a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the License Application was <br /> approved. <br /> OPENING OF BIDS - PALAIS ROYALE BALLROOM RETAIL SPACE DEVELOPMENT - <br /> PROJECT NO. 104-020 (DOWNTOWN TIF) <br /> This was the date set for receiving and opening of sealed bids for the above referred to project. The <br /> Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News <br /> which were found to be sufficient. The following bids were opened and publicly read: <br /> CASTEEL CONSTRUCTION <br /> 23186 West Ireland Road <br /> South Bend, Indiana 46614 <br /> Bid was signed by Mr. R.V.
