Miller <br />Enclosure City Traffic Engineer <br />Board of Public Works & Safety <br />City of South Bend <br />South Bend 1, Indiana <br />Gentlemen:- <br />. . . .. . . . . . . . . <br />January 30, 1950 <br />The attached summaries give results of the bus stop survey conducted January 25 and 26, 1950, to determine if <br />bus riders favor buses stopping at every block or every other block as at present. <br />The survey was made by six persons who rode buses on all lines, a total of 96 hours, and interviewed two per- <br />cent of the daily bus riders. <br />The results are summarized as to occupation of bus riders, part time and regular riders, as well as to various <br />bus lines. In each case there is a destination made between South Bend and Mishawaka. <br />The survey covered a total of 1,140 regular and part time riders in both South Bend and Mishawaka and showed <br />that 78.7% or nearly 4 to 1 favor the "Skip Stop" or "present system of bus stops. <br />EHM ;amp <br />Enclosure <br />Very truly yours, <br />Ernest H. Motion carried. <br />REPORT OF CITY PLAN COMMISSION <br />To the Common Council <br />City of South Bend, Indiana March 3, 1950 <br />Gentlemen: <br />Petition of Ann Drout for change of zoning of Lots #89, 90, 91, 92, 939 940 95 and 96 in Lincoln Manor 2nd <br />Addition from B residence and A height and area districts to C -1, limited commercial and D height and area <br />districts was given public hearing by City Plan Commission on March 2, 1950. <br />As this petition was originally filed it was for C commercial district. No action was taken and the petition <br />was amended to change to C -1, limited commercial and D height and area districts. On the basis of the <br />amended petition, the City Plan Commission, by a majority vote, recommends that the change be made. <br />CITY PLAN COMMISSION <br />These lots are on the north side of Westmore St. west By D. Moomaw, Seely. <br />from Goodland'Avenue. <br />Councilman Niezgodski made a motion that the report be accepted. Councilman Glass seconded the motion* <br />Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702 COMMONLY KNOWN AS <br />THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA. <br />(Lots 89, 909 91, 920 93, 94, 95 & 96 as shown on the <br />Recorded Plat of Lincoln Manor 2nd Addition) <br />The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion <br />for suspension of rules. Councilman Niezgodski seconded the motion. Motion carried by a roll call vote of <br />8 ayes - 0 nays. <br />The ordinance was given third reading and lost by a roll call vote of 2 ayes - 6 nays (Korpal, Tellson, <br />Bestle, Niezgodski, Kemper and Muszynski). <br />REASON FOR DISAPPROVING SAID ZONING <br />"The playground across the street,.is claimed to be <br />hazardousjand that automobile traffic due to commercial <br />area would be hazardous to children on the playground ". <br />REPORT OF CITY PLAN COMMISSION <br />To the Common Council <br />City of South Bend, Indiana <br />Gentlemen: <br />February 3, 1950 <br />Petition of Harlan E. Orr and Forest G. Hay for change of zoning of lots in Leepers 2nd Addition was given <br />public hearing February 2, 19509 <br />A minor change has been made in the details of the change to be made so that it may conform with actual <br />conditions and without conflicting with the intent of the original petition. <br />Lots 23, 240 25, 27, 28, 29, 30 and 31 in Leeper's 2nd Addition from A residence and A height and area <br />districts to B residence and B height and area districts; Lot 26 in same addition, from C commercial and <br />A height and area districts to B residence and B height and area districts. <br />The City Plan Commission recommend that this change be made. <br />CITY PLAN COMMISSION <br />D. Moomaw, Seely. <br />These lots are at the southwest corner of N. Michigan St. and Az;gela Ave. <br />Councilman Kemper made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion <br />carried. <br />
