Be it remembered that the 'Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, Monday, March 13th, 1950, at 8:09 P.M. with all members present. President Erler presided. <br />Councilman Niezgodski made a motion to suspend the regular order of business. Councilman Muszynski seconded <br />the motion. Motion carried by a roll call vote of 8 ayes - 0 nays. <br />REPORT OF CCMMITTES ON MINUTES <br />To the Common Council of the City of South Bend:: <br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have <br />inspected the minutes of the previous meetings of the Council and found them correct. They therefore recommend <br />that the same be approved. <br />Meetings of January 23rd and February 27th, 1950- <br />WALTER C. ERLER) Committee <br />CLEM NIEZGODSKI ) <br />Councilman Tellson made a motion that the report be accepted. Councilman Glass seconded the motion. Motion <br />carried. <br />COMMUNICATION <br />City Council <br />South Bend, Indiana <br />Gentlemen:_ <br />January 27, 1950 <br />This is to certify that we strongly object to the installation of parking meters on East 'Myne Street and <br />South Carroll Street* <br />We have, six employees who drive to work, and it is impossible for them to find a parking place within six <br />blocks of -their work. Due to the fact that the present parking meters in this area are not used, we feel <br />it is unecessary to install additional meters. <br />Very truly yours, <br />SOUTH BEND TYPOGRAPHIC SERVICE, INC. <br />Donald C. Motion carried. <br />COMMUNICATION <br />Councilman Chester Muszynski <br />c% City Hall <br />North Main Street <br />South Bend, Indiana <br />Dear Councilman Muszynski: <br />- t the last meeting of this organization, a motion was made and carried to protest the ineffectual snow <br />:removal on Western Avenue, .particularly between Maple Street and Laurel Street. <br />In clearing this one - horse, but main arterial highway, the snow plows deposited high banks of snow along the <br />curbs, thereby causing a den gerous condition, not only for pedestrians crossing the street, but also to <br />vehicle traffic, making parking along the curb a virtual impossibility. <br />This letter to`�you, our councilman, was authorized in the hope that reoccurrence of such conditions will be <br />eliminated on this narrow but important thoroughfare. <br />Yours very truly, <br />POLISH AMERICAN BUSINESSMEN'S ASSOCIATION <br />By Casimir W. Dzikowski, Secretary - Treasurer <br />Councilman Niezgodski made a motion that the communication be referred to the Traffic Engineer. Councilman <br />Korpal seconded the motion. Motion carried. <br />COMMUNICATION <br />Dear Councilman: <br />The overwhelming defeat of socialized political housing as exhibited by the thorough, impartial and intensive <br />public opinion poll recently conducted by the Tribune certainly merits the attention of and action from the <br />City Council. This is a mandate from the people that cannot be ignored. Home owners and Taxpayers in every <br />walk of life, from every political party and from every -corner of our city have expressed themselves in no <br />uncertain terms. Elections have never been won or lost by such a majority as this crushing 3 -2 decision. <br />This overwhelming expression of an aroused citizenry as expressed in this poll, as expressed by 6000 <br />remonstrances signed by hote owners and filed with the council, and expressed by the ass Baling of the largest <br />crowd of tax payers and home owners ever to converge on the Council Chambers two weeks ago should amply con- <br />vince this council that South Bend wants no more of this socialistic experiment and demands that an immediate <br />stop be put to the reckless spending by politicians which results in unbearable taxation. <br />In light of the above facts the committee against Public Housing requests the Council to abrogate the contract <br />it now has with the housing authority to construct socialized political housing on the so called "Kemble <br />Avenue" and "Maggies Court" Sites. The city has the legal right to cancel such contract and should do so <br />immediately if for no other reason than this contract only calls for 3f of the income in lieu of taxes. In <br />other words a $15,000 public house on Kemble Avenue would pay $10.80 taxes yearly against $196 for a similar <br />dwelling privately owned. The tax odds are 18 to 1 against the home owner. <br />The Mayor has already promised the hundreds of citizens from the Southwest part of the City who stormed the <br />City Hall in objection to the "Kemble Avenue" deal that he would stop the proposes? project. The Mayor has also <br />stated that it is very questionable if it would be wise to bdild houses on "Maggies Court" in light of the <br />widening of Western Avenue which is to start this year. The disgraceful $1marea of "Maggies Court" that the <br />housing authority has owned for many years, and continued to rent after taking it off the tax rolls should be <br />torn down. The remaining ground left after the widening of Western Avenue could be very advantageously used <br />as a small park and playground dedicated to our veterans. <br />
