MEETING <br />FEBRUARY 27TH, 1950 <br />AIR <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, Monday, February 27th, 1950, at 8:13 P.M. with all members present. President Erler presided. <br />The reading of the minutes of the previous meeting was waived. <br />Councilman Niezgodski made a motion to suspend the regular order of business. Councilman Muszynski seconded <br />the motion. Motion carried by a roll call vote of 8 ayes - 0 nays. <br />The following communications, petitions and resolutions were received from those in favor of the proposed <br />Federal Housing Projects <br />Civil Rights Congress, St. Joseph County Ministerial Association, St. Joseph County Industrial Union Council, <br />St. Joseph County Building Trades Council, Phi Sigma Epsilon, Harry T. Burleight. Music Association, Oblates <br />of St. Benedict, American Association of Social Workers, Pilgrim Baptist Church, United Brotherhood of <br />Carpenters & Joiners of America, Jewish War Veterans Post No. 318, Local B'nai Brith Chapter of the City, of <br />South Bend, Ladies of Notre Dame, United Association of Journeymen and Apprentices of the Plumbing and Pipe <br />Fitting Industry of the United States and Canada, Sportsmen Club, Central Labor Union, St. Joseph County <br />Industrial Union Council, Jewish Community Council, Ladies Mamri Lodge #52 of the Blnai_ Brith, outh Bend <br />Young Progressives. <br />The following communications, petitions and resolutions were received from those not in favor of the proposed <br />Federal Housing Project: <br />C. E. Brinley, South Bend - Mishawaka Association of Insurance Agents, Percy H. Walsh, South Bend Civic. Planning <br />Association, Inc., St. Joseph County Medical Society, Association of Commerce, Remonstrance with 31 signers, <br />remonstrance with 5,845 signers, 33 cards, letters from Frederick L. Kuhn and Aline Waddy. <br />Councilman- Korpal made a motion that the communications, petitions and resolutions be accepted and placed on <br />file. Councilman Niezgodski seconded the motion. Motion carried. <br />RESOLUTIONt <br />A RESOLUTION DETERMINING TO COOPERATE WITH THE HOUSING AUTHORITY <br />OF THE CITY OF SOUTH BEND IN THE DEVELOPMENT AND ADMINISTRATION <br />OF LOVT-RENT HOUSING PROJECTS, APPROVING A FORM OF CONTRACT WITH <br />THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA, WITH <br />RESPECT THERETO, AND AUTHORIZING THE EXECUTION THEREOF. <br />Councilman Kemper made a motion that the adoption of this resolution be deferred until the matter has been <br />submitted to the voting public for a referendum and that the City Council of the City of South Bend petition <br />the Board of Election Commissioners to place on the ballot on May 2nd, within the limits of the City of South <br />Bend, the following questions "Shall the South Bend City Council approve the cooperative agreement with the <br />Housing Authority of the City of South Bend, Indiana, regarding Project Indiana 15 - 1 and Indiana 15 - 2, <br />in Program Reservation No. C -7, dated October 21,`1949 ". <br />Councilman Glass seconded the motion. Thereupon a roll call was ordered which resulted as follows: <br />4 ayes, Korpal, Tellson, Niezgodski and Muszynski - 4 nays, Erler, Bestle, Glass and Kemper. <br />President Erler announced the vote, 4 to 4, declaring the motion lost. <br />douncilman Niezgodski made a motion for the adoption of the resolution. Councilman Muszynski seconded the <br />motion. Motion lost by a roll call vote of 4 ayes, Korpal, Tellson, Niezgodski and Muszynski; 4 nays, Erler, <br />Bestle, Glass and Kemper. <br />President Erler announced the vote, 4 to 4, declaring the motion lost. <br />There being no further business, Council adjourned at 11:15 P.M. <br />ATUST s APPROVED: <br />PRESIDENT <br />
