REGULAR MEETING JULY 22, 2013 <br /> <br /> <br /> <br /> <br /> <br />Scott Ruszkowski, SBPD, 701 W. Sample Street, South Bend, Indiana, thanked <br />Councilmember’s White, Scott and Oliver Davis for this bill along with Kathy Cekanski-Farrand <br />for this bill. It is much appreciated, I think we started back in January, February of this year, this <br />can’t be anything but a good thing. I don’t think that there is anybody in this room that hasn’t <br />had some type of run in with a moped. Everybody has, everyone in my family has, I have, and I <br />heard it from pretty much everybody here tonight. I was at the LaSalle Park Neighborhood <br />meeting last week and mopeds were mentioned. Mr. Davis asked the question about the cost. <br />You can look at it two ways, you can spend $2,000-$3,000 dollars for a moped, and $20 for one <br />year is not that big a deal. That’s in my opinion, being a father of three boys all living at home <br />and two grandkids on top of that. Secondly, that $20-$25 a year just initially, you can’t even go <br />to the movie theatre for two people and go through and hour and half movie without spending <br />way more than that. So $20 dollars initially going down to $15 dollars, I see absolutely no <br />problem with that price, if it saves one life for $20 dollars, tell me how it couldn’t be worth it. <br />I’m not sure if it is appropriate, but I would be happy to answer any questions if you have them. <br /> <br />Councilmember White: You are just speaking in favor at this time. <br /> <br />There being no one else present wishing to speak either in favor or in opposition to this bill. <br />Councilmember Dieter made a motion for favorable recommendation to Council concerning this <br />bill as substituted. Councilmember Schey seconded the motion which carried by a voice vote of <br />eight (8) ayes. <br /> <br /> <br />RISE AND REPORT <br />Councilmember Oliver Davis made a motion to rise and report to full Council. Councilmember Oliver Davis made a motion to defeat this bill. <br />Councilmember White seconded the motion which carried.
