506 <br />II SPECIAL MEETING AUGUST 30TH, 1948 <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: August 30, 1948 <br />Your Committee of the Whole to whom was referred "An Ordinance fixing the tax levy for the year 1949 for the <br />Municipal City of South Bend, Indiana ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance shall be <br />reported to the Council as favorable. <br />STANLEY C. KORPAL, Chairman <br />Councilman Korpal made a motion that the report be accepted. Councilman Glass seconded the motion. Motion <br />carried. <br />ORDINANCE N0. 3657 <br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES-OF ALL BUDGET - OPERATED DEPARTMENTS-OF-THE CIVIL CITY OF SOUTH <br />BE11D, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1949; AND ENDING <br />DECEMBER 31, 1949, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH <br />MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS °OTHER THAN THE <br />GENERAL FUNDS OF SAID CITY, TO WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, <br />FIREMEN'S PENSIONS AMU-POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN <br />COIUBRISSION: PROVIDING THAT SUCH APPROPRIATIONS SHP.LL INCLUDE ALL OUTSTANDING <br />CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND <br />EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT <br />HEREWITH: PROVIDING A TIME WHEN THE SM.iE SHALL TAKE EFFECT. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />ORDINANCE NO. 3658 <br />AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1949 <br />FOR THE MUNICIPAL CITY OF SOUTH BEND, INDIANA. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />The following was read by Mr. Marshall Smelser, Chairman, St. Joseph County Chapter, ADA: <br />THE NEE SOUTH BEND BUDGET <br />A statement on behalf of Americans for Democratic Action <br />August 30, 1948 <br />To improve municipal services is one of the surest ways of raising the standard of living for all citizens. <br />:-Progress caii nSt be financed Arithout taxes. <br />Althoggh most of the members of Americans for Democratic .action are property owners they do not hide behind <br />a screen of demagoguery and fight taxes as such, in order to gain popular favor. <br />We know that because of depression, war, and inflation, South Bend has been going backward for twenty years. <br />The present capable city administration headed by Mayor George Schock now proposes to go forwsxd and solve <br />these pressing'runicipal problems which are the problems of us all. <br />We are convinced that South Bend needs and wants even more municipal services than are included in this <br />budget, and therefore consider this budget to be rather on the conservative side than excessive. <br />We are convinced that the improvements provided by this budget can only be financed from taxes. <br />Therefore Americans for (Democratic diction, after careful study of the new South Bend budget, for the sake of <br />a better South Bend, support this budget and congratulate Mayor Schock and his department heads on the care <br />and intelligent attention they have given to th 4roblems and the common good of our city. <br />(Signed) MARSHALL SMELSER, Chairman <br />St, Joseph County Chapter, ADA <br />Councilman Erler made a motion that the statement read be placed on record. 'councilman Tellson seconded the <br />motion. Motion carried. <br />There being no further business before the ,Council, Iouncilman Glass made a motion to adjourn the Special <br />Meeting, which was seconded by Councilman Korpal.
