<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
<br />Council chambers, City Hall, February 9th, 1948, at 7 :30 P.M., with all members present except Councilman
<br />Richardson. President Niezgodski presided. The reading of the minutes of the previous meeting was waived.
<br />COMMUNICATION
<br />A communication was read from E. H. Arsenault, Secretary- Treasurer, Journeyman Barbers, International Union of
<br />America, Local Union No. 927, dated January 29th, 1948, relative to the changing of Council meetings from Monday
<br />to Tuesday nights.
<br />COMMUNICATION
<br />A communication was read from E. L. Bach, Executive Secretary, Association of Commerce of South Bend, Indiana,
<br />dated February 3rd, 1948, in regard to the changing of ;Council meetings from Monday to Tuesday which would
<br />prove _helpful to all concerned.

<br />A communication was read from Perry A. Gillespie, Business Manager, Retail Clerks International Association,
<br />Local No. 37, dated February 5th, 1948, requesting the Council that the meeting dates for the Council meetings
<br />be held on some day other than Monday.
<br />Councilman Korpal made a motion t1at these letters be placed on file. Councilman Kemper seconded the motion.

<br />February 2nd, 1948
<br />We, the undersigned, property orners of the Lots 60- 61- 62-.63 on South Michigan Street between Eckman and Oakside
<br />Streets in Queensboro Addition in South Bend, petition the Council and Plan Commission to have the same changed
<br />from residential to commercial zone.
<br />The rest of the block is now in the commercial zone. This property to be occupied by a modern service station.

<br />Councilman Srler made a motion that the petition be referred to the City Plan Commission. Councilman Korpal
<br />seconded the motion. Motion carried.
<br />REPORT OF BOARD OF PUBLIC WORKS AND SAFETY

<br />Gentlemen:
<br />Attached hereto are copies of reports presented by Mr. William Qualls, Superintendent of the Electrical Depart-
<br />ment, recommending the installation of street lights at Indiana and Pulaski Streets;- Pulaski and Calvert Streets;
<br />Colfax Avenue and.Spruce Street; Woodside and High Streets; in the alley intersection between Michigan and Main
<br />Streets at Dayton Street; the intersection of Dubail and St. Joseph Streets; at the alley in the rear of
<br />Hillcrest Road;.at the intersection of Johnson and Elwood Streets; all of ;hick the Board, upon Mr. Qualls
<br />recommendation', ordered installed.
<br />Mr. Qualls also informed the Board that lights previously ordered in at Werwinski and Wilbur Streets, Smith and
<br />R.zey Street, O'Brien and Humboldt Streets; Twyckenham Drive and Monroe Street, Hastings and 20th Street, Victoria
<br />and High Streets, Ironwood and Washington Streets, Colfax and Hawthorne Streets, Colfax and Greenlawn Avenues,
<br />on Talbot Street between South Bend Avenue and Howard Street and at the intersection of Victoria and St. Joseph
<br />Streets had all been installed and were now in service.

<br />To the Common Council of the City of South Bend
<br />Gentlemen:
<br />February 9th, 1948
<br />Your Committee of the Whole to whom was referred an Ordinance transferring money from the General Fund of the
<br />City of South Bend and appropriating said sum for the uses and purposes of the following budgetary item of the
<br />budget of the City of South Bend, Indiana, for the year 1948, to -wit: To D -11, Services Personal, Office of
<br />the City Treasurer, for Cashier in the Barrett Law Department,$900.00, and declaring an emergency.
<br />Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported
<br />to the Council as favorable.
