<br />JANUARY 26, 1948
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
<br />Council Dhambers, City Hall, January 26th, 1948, at 7:30 P.M., with all members present except Councilman
<br />William J. Richardson.
<br />President Niezgodski presided at the meeting. The reading of the minutes of the previous meeting was waived.
<br />COMMUNICATION
<br />A oommunieation was read from Clare F. Garber, City Clerk Treasurer of Goshen, Indiana, relative to a resolution
<br />favoring the immediate erection of a State Hospital for mental patients in a central location in Northern Indiana.
<br />Councilman Tellson made a motion to concur-in the sentiment and notify the governor and the St. Joseph county
<br />legislative delegation to that effect. Councilman Korpal seconded the motion*- Motion carried.

<br />Enclosed are copies of reports made on petitions for the installation of street lights at 24th and Hastings
<br />Streets and at the first alley intersection on Monroe Street West of Chapin Street, which we believe are
<br />self- explanatory.
<br />Mr. Qualls recommended that the light on Twyckenham Drive near Fairview, which had been turned off during the
<br />war, be returned to service and the Board approved his recommendation and directed that he order the Indiana
<br />& Michigan 'Electric Company to turn the said light on.

<br />Councilman Glass made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion

<br />Gentlemen-
<br />We, the undersigned, respectfully petition that the'Zoning Ordinance affecting the area in the LaSalle Park
<br />Addition to the City of South Bend, Indiana, to wits Between Western Avenue and Colfax Avenue from Bendix
<br />Drive west to the city limits, be altered or amended to-permit erection of buildings to be used for business
<br />or commercial purposes.

<br />Councilman Korpal made a motion that the petition be referred to the City Plan Commission. Councilman Korpal
<br />seconded the motion. Motion carried.

<br />ORDINANCE
<br />AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE NO. 1749, ADOPTED
<br />NOVEMBER 9, 19149 THE SAME BEING "AN ORDINANCE ADOPTING CERTAIN
<br />RULES AND REGULATIONS FOR THE GOVERMENT OF THE COMMON COUNCIL
<br />OF THE CITY OF SOUTH BEND, INDIANA, AND ITS MEMBERS".
<br />The ordinance was given first and second reading. Councilman Kemper made a motion that the ordinance be set
<br />for hearing on February 9th, 1948, at 7:30 P.M. Councilman Bestle seconded the motion. Motion carried.
<br />STREET LIGHTS
<br />Acting on complaints of several Councilmen that petitions for street lights in some cases seem to become
<br />mislaid after they are approved by the Council, the Clerk was instructed to notify Mr. William Qualls,
<br />Electrical Superintendent, to appear at the next Council meeting to be held February 9th, 1948.
