480 <br />ORGANIZATION MEETING <br />JARJART 5th. 1948 <br />Be it remembered that the Common Council of the .City of South Bend, Indiana, elected on'November 4th, 194% <br />after having gitalified: as required by law, met in the Council Chambers in the City Hall, on MondsV, Jan uary <br />5th, 1948, at 7:30 P.M. <br />The Honorable Mayor George A. Schock called the meeting to order, and the following Councilmen were presents <br />Councilman -at -large Stanley Korpal and*eouncilmari -at -large Albert Tellson; First District, Cloyd A. Bestle; <br />Second District, Clem Niezgodski; Third District, Walter G. Glass; Fourth District, Alvin P. Kemper; Fifth <br />District, Walter D. Erler, and Sixth District, Chester E. Muszynski. Councilman -at -large Gilliam J. <br />Richardson was absent. <br />Mayor Schock thanked the Councilmen for their promptness in attendance and also expressed a hope for an early <br />recovery -of Councilman Richardson, who was confined in a hospital, and after stating that the meeting was <br />primarily for the purpose of electing officers for the ensuing year, the Mayor announced that nominations <br />for President of the Council were in order: <br />Councilman Glass nominated Councilman Kemper, which nomination was seconded by -Councilman Erler. Councilman <br />Tellson nominated Councilman Niezgodski, which was seconded by Councilman Korpal: A motion was made by <br />Councilman Erler and seconded by Councilman Muszynski that nominations be closed, was carried unanimously. <br />A roll call was ordered, and resulted as follows: <br />Mr. <br />Bestle <br />voted for <br />Mr. <br />Kemper <br />Mr. <br />Niezgodski <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Glass <br />" <br />" <br />Mr. <br />Kemper <br />Mr. <br />Kemper <br />" <br />" <br />Mr. <br />Kemper <br />Mr. <br />Erler <br />" <br />" <br />Mr. <br />Kemper <br />Mr. <br />Muszynski <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Korpal <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Tellson <br />Tellson <br />" <br />Mr. <br />Niezgodski <br />Neither of the nominees having received a majority vote, Mayor Schock asked the 'Council what was its pleasure. <br />Councilman Erler moved that the :Council recess for a few minutes. The motion was seconded by Councilman <br />Korpal and unanimously adopted. <br />Upon reconvening, the Mayor asked the Clerk to call the roll, which resulted as follows- <br />Mr. <br />Bestle <br />voted <br />for <br />Mr. <br />Niezgodski <br />Mr. <br />Niezgodski <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Glass <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Kemper <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Erler <br />" <br />'" <br />Mrs <br />Niezgodski <br />Mr. <br />Musgynski <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Korpal <br />" <br />" <br />Mr. <br />Niezgodski <br />Mr. <br />Tellson <br />" <br />" <br />Mr. <br />Niezgodski <br />Councilman Niezgodski having received the vote of each Councilman present was declared by MeV or Schock as <br />being unanimously elected President of the Common Council for 1948. <br />President Niezgodski was called to the rostrum to preside at the remainder of the meeting. After thanking <br />the Council for the confidence placed in him by electing him President, Mr. Niezgodski stated that the <br />next order of business was the election of a Vice - President, and announced that nominations therefor were <br />in order. <br />1. <br />Councilman Erler nominated Councilman Kemper. The nomination was seconded by Councilman Muszynski, and <br />upon motion the nominations were closed, and the Clerk was instructed to cast a unanimous vote of the' <br />Council for Councilman Kemper for Vice- President. <br />Next -were nominations for the Chairman of`the Committee of the 'Whole. . Councilman Tellson nominated Councilman <br />Korpal. The nomination was seconded by.-Councilman Erler, and closed upon the motion of Councilman Glass. <br />There being no other nominations, the Clerk was instructed to cast the unanimous vote of the Douncil for <br />Councilman Korpal for Chairman of the Committee of the WVhole. <br />President Niezgodski appointed Councilman Erler as the Councilmanie member on the City Planning Commisssion <br />for the ensuing year. <br />President Niezgodski pointed out that the Mayor is generally designated as Chairman of the Finance Committee, <br />and upon motion of Councilman Korpal, Mayor Schook was unanimously chosen as Chairman of the Finance Committee. <br />President Niezgodski announced that Standing Committees of the Council would be designated at the next regular <br />meeting of the Council. <br />There being no other business before the Council, the meeting adjourned at 9 :00 P.M. <br />ATTEST.
