• STAFF REPORT March 10, 2003 <br />Massachusetts Mutual Life Insurance Company 2193-03 <br />Location: .1200, 1290 and 1390 Ireland <br />Road <br />City of South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "C-2" Planned Shopping Center, "G" and <br />"A" Height and Area and "A" Residential, "A" <br />Height and Area to "C" Commercial, "G" Height <br />and Area to allow a regional shopping center, <br />EXISTING LAND USE: The property contains a shopping mall and <br />restaurant outlots. <br />SURROUNDING LAND USE AND ZONING: Located to the north are businesses zoned "C" <br />Commercial, "D" and "E" height and area and <br />single family homes zoned "A" Residential, "A" <br />height and area; located to the east are <br />single family homes zoned "A" Residential, "A" <br />height and area; located to the south is the <br />U.S. 20 Bypass; located to the west are <br />businesses zoned "C" Commercial, "A" height <br />and area, and "C-2" Planned Shopping Center, <br />"E" height and area. <br />ACCESS: Access to the site is from Miami Street and <br />Ireland Road. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total site to be rezoned is 57.25 acres. <br />Of that, the buildings will occupy 11.55 <br />acres, or 20 percent of the site; the parking <br />and drives will occupy 39.39 acres, or 69 <br />percent of the site; and 6.31 acres, or 11 <br />percent of the site will remain as open space. <br />ENVIRONMENTAL DATA: A Check of the Agency's maps indicates that no <br />public wells, wetlands or environmental hazard <br />areas are present. The property is partially <br />within a flood zone. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer will require a drainage plan <br />at the final site plan stage. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation subject to a final <br />site development plan. This proposal suggests <br />that by rearranging the commercial space on <br />the site to a strip mall set-up, a more viable <br />shopping center can be achieved. Having fewer <br />storefronts, but more actual shopping <br />opportunities is a reasonable and strongly <br />
