Councilman Richardson made a motion that the <br />Ordinance be set for'Public Hearing on November 12th, 1946, at 7 :30 P.M. Councilman Bishop seconded the <br />motion. Motion carried. <br />VDINANCE NO. 3580 <br />AN ORDINANCE AUTHORIZING THE SOUTH BEND WATER NORK S TRUSTEES M <br />ENTER INTO A CONTACT WITH 78E LAYNE- NORTHERN OOMPANY FOR THE SM <br />AND INSTALLITION OF M ME[,LS AND TWO PUMPS <br />The Ordinance was given first and second reading. Councilman McCarthy made a motion forsuspension of <br />rules. Councilman Heideman seconded the motion. Motion carried by a roll call vote of 8 Ayes- O Nays - <br />1 Absent (Hull) <br />The Ordinance was given Third reading and passed by a roll call vote of 8 Ayes - 0 Nays - 1..Absent (Hull) <br />Councilman Brannan spoke to the Council in behalf of the World War Mothers Number Two. He stated that <br />a Committee from this organization had appeared before the Board of Public Works and Safety on two <br />occasions and asked permission from the Board to sell flowers on the Streets of South Bend, on <br />December Tth,$1946: The Board refused to grant them permission. <br />Mrs. Lawrence Bell, a representative of this Group also appeared before the Council, and informed <br />them as to the many services they.performc,. for the disabled veterans in the Veterans Hospital, <br />at Indianapolis. <br />Councilman McCarthy made a motion that the Clerk be authorized to notify the Board of Public Works and <br />Safety, that it is the wishes of the Council that an exception be made for this particular groupp and <br />that the Board take action on this matter'at their meeting on Monday, November 4th, 1946. <br />Councilman Niezgodski seconded the motion.
