OF THE THOLE MEETING <br />NOVEMBER 12th. 1945. <br />Be it remembered that the Common Council of the City of South Bend, Indiana, did not meet in Regular <br />Session on November 12th, 1945, due to the fact that November 11th, commonly called Armistice Day, is <br />a legal holiday in Indiana, and when a holiday comes on Sunday, the Monday next succeeding shall be a <br />legal holiday, therefore, Monday, November 12th, 1945, is a legal holiday and no business can legally <br />be transacted. However, a meeting of the Committee of the ;hole was held with all members present <br />except Councilman Hull. <br />The following Ordinances were read for public hearing: <br />ORDINANCE <br />"AN ORDINANCE REDUCING BUDGETARY ACCOUNT NO. Qll - FIRE DEPARTMENT SALARIES - IN <br />THE AMOUNT OF $300.00 AID APPROPRIATING $300.00 FOR THE USES AND PURPOSES OF BUDGETARY <br />ACCOUNT NO. Q343 - MEDICAL, SURGICAL 19D DENTAL EXPENSES: REDUCING BUDGETARY ACCOUNT <br />NO. S43 - STREET AND ALLEY MATERIALS - IN TUE AMOUNT OF $500.00 AND APPROPRIATING <br />$500.00 FOR THE USES AID PURPOSES OF BUDGETARY ACCOUNT NO. S251 - REPAIR OF BUILDINGS: <br />REDUCING BUDGETARY ACCOUNT NO. D252 - REPAIRS AND RENTAL OF EQUIPMENNT - IN THE AMOUNT <br />OF $350.40 AND APPROPRIATING $75.00 FOR THE USES AND PURPOSES OF BUDGETARY ACCOUNT NO. <br />D36 - OFFICE SUPPLIES, AND APPROPRIATING $275.40 FOE THE USES AND PURPOSES OF BUDGETARY <br />ACCOUNT NO. D725 - OFFICE FURNITURE AND EQUIPMENT: DECLARING AN EMERGENCY.'' <br />Councilman Bishop made a motion that the Ordinance be reported to the Council favorably. Councilman <br />McCarthy seconded the motion. Motion carried. <br />ORDIN9 CE <br />'IM ORDINANCE REDUCING THE APPROPRIATION OF BUDGETARY ACCOUNT NO. Q724 - MOTOR EQUIPMENT - <br />IN THE BUDGET OF THE FIRE DEPARTMENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR <br />1945 IN THE AMOUNT OF $1,000.00, AND REDUCING BUDGETARY ACCOUNT NO. Q711 - BUILDINGS AND <br />FIXED EQUIPMENT - IN THE SAID BUDGET: TRANSFERRING $2500.00 FROM THE GENERA, FUND OF <br />THE CITY OF SOUTH BEND, INDIANA, AND APPROPRIATING SAID SUM FOR THE USES AND PURPOSES OF <br />BUDGETARY ACCOUNT N0. Y62 - PENSIOI`TS, DEATH BENEFITS, ETC. - IN THE BUDGET OF THE FIRE- <br />MEN'S PENSION FUND FOR THE YEAR 1945; DECLARING AN EMERGENCY.'' <br />Councilman 'McCarthy made a motion that the Ordinance be reported to the Council favorably. Councilman <br />Niezgod.ski seconded the motion. Motion carried. <br />RESOLUTION <br />Councilman Richardson presented the following resolution: <br />"A RESOLUTION WITH REGARD TO PROVIDING TEMPORARY HOUSING FOR FORMER MEMBERS <br />OF THE ARMED FORCES OF THE UNITED STATES, SERVING DURING TORLD EAR NO. 2." <br />Councilman McCarthy made a motion that the Resolution be referred to the Council favorably. <br />Councilman heidman seconded the motion. Motion carried. <br />ORDINANCE <br />"AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK OF SOUTH BEND, INDIANA, TO <br />BORROW FROM THE STATE OF INDIANA THPOUGH THE STATE BOARD OF FINANCE AN AMOUNT <br />NOT TO EXCEED $40,00000, IN ACCORDANCE I7ITH THE TERMS AND PROVISIONS OF CHAPTER <br />136 IN THE ACTS OF,1945 OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA: <br />AUTHORIZING AND DIRECTING SAID OFFICERS TO MAKE AND EXECUTE APPROPRIATE DOCUMENTS <br />EVIDENCING THE INDEBTEDNESS OF THE CITY FOR THE RE- PAYMENT OF THE AMOUNT BOJ ROI"rI,'D <br />IN NOT MORE THAN FIVE YEARS TI THOUT INTEREST. <br />Councilman Brannan made'a motion that the Ordinance be carried over to the next meeting of the <br />Council. Councilman K orpal seconded the motion. Motion carried. <br />Councilman Niezgodski made a motion to amend the motion made by Councilman Brannan, that the next <br />meetin; of the Council be held on Monday, November 26th, 1945, at 7 :30 P.M. Councilman Brannan <br />seconded the motion. The motion was carried by a vote of seven ayes, one nay (Councilman McCarthy) <br />one absent (Councilman Hull <br />Larry Haffner, Executive Secretary of the Isaak 70 ton League and Mr. Allson a member, were present <br />at the public hearing. Jack Morrow, representing the A.
