336 <br />MAY 2-4, 1943 <br />Be it remembered that the members of the Common Council of the City of South Bend, Indiana, met in regular session, <br />May 24, 1943, in the Council Chambers, City Hall, at 7:32 P.M. with all members present except Councilman McCarthy. <br />President Brannan presided. The reading of the minutes of the previous meeting was waived. <br />REPORT OF CITY PLAN COIRMISSION May 15, 1943 <br />To the Common Council - City of South Bend, Ind. <br />Gentlemen: <br />The City Plan Commission has considered the petition of John C. Rummel et al for change of zoning classification of <br />property fronting upon Dubail Ave. and Dayton St. from the first alley east of Michigan St. from A. residence distr <br />to B residence district. <br />This change is approved, but with the suggestion that the first alley west of High St. be made the eastern boundary <br />of the district changed. <br />Yours truly, <br />D. MOOMAV1, Secty. <br />Councilman Bishop made a motion that the report be concurred with and an ordinance drawn to cover same. Councilman <br />Richardson seconded the motion. Richardson made a motion to accept the report and place on file. Councilman Bishop seconded the motion. <br />Motion carried. <br />ORDINANCE. <br />AN ORDINANCE RE7DUCING tHE APPROPRIATION FOR REPAIRS OF BUILDINGS AND STRUCTURES IN THE <br />CEMETERY DEPARTMENT OF THE CITY OF SOUTH BEND, INDIANA IN THE SMOUNT OF $500..00; APPRO* <br />PRIATING $500.00 TO THE PROPERTIES - OTHER EQUIPMENT FUND OF THE CEMETERY 'DEPARTMENT OF <br />THE CITY OF SOUTH BEND, INDIANA; DECLARING AN 3.1ERGENCY. <br />The ordinance was given first and second reading. Councilman Hull made a motion to refer the ordinance to the <br />Committee of the Whole. Councilman Bishop seconded the motion. Motion carried. <br />ORDINANCE NO. 3450 <br />AN ORDINANCE ACCEPTING AN OFFER OF THE UNITED STATES OF AMERICA MADE BY THE FEDERAL WORKS <br />ADMINISTRATOR AND PROVIDING FOR THE GRANT OF $179250.00 TO THE CITY OF SOUTH BEND, INDIANA <br />FOR THE PURPOSE OF CONSTRUCTING CERTAIN ACCESS ROAD FACILITIES AND PROVIDING CERTAIN CONDI- <br />TIONS FOR THE CONSTRUCTION THEREOF: AUTHORIZING THE PROPER. OFFICERS OF THE CITY OF .SOUTH <br />BEND 'INDIANA TO CARRY OUT THE TERAS OF SAID GRANT, TO EXECUTE NECESSARY CONTRACTS AND TO <br />EXPEND APPROPRIATED FUNDS; DECLARING AN EMERGENCY. <br />The ordinance was given first and second reading. Councilman Bishop made a motion for the suspension of the rules. <br />Councilman Hull seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays - 1 absent (McCarthy). <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1'absent (McCarthy). <br />A communication from Councilman J. M. McCarthy, proposing a survey of the critical rubbish disposal situation and <br />suggesting mean for correction, was read by the Clerk. Councilman Niezgodski made a motion that the Board of Works <br />be instructed to make-la survey of the situation and report to the Council.
