32 <br />Be it remembered that the Common Council of the City of South Bend met in regular session, Monday, September 14,1942 <br />in the Council Chambers, City Hall, at 7 :30 P.M. Councilmen Niezgodski and McCarthy were absent. President Pulaski <br />presided. <br />COMMUNICATION September 14 -1942 <br />Honorable Common Council of the City of South Bend, Indiana. <br />Gentlemen: <br />As you gentlemen know many of our vital industries are operating three shifts of eight hours each. <br />This necessitates a large number of ourdefense workers sleeping during the daylight hours. The sleep of these work- <br />ers is being disturbed by thoughtless and careless people in the unnecessa7 use of automobile horns and through othe <br />unnecessary noises. <br />I think it advisable at this time that the Council give consideration to an anti -noise ordinance, which will be of <br />great assistance in our defense workers securing their proper rest. <br />Thanking you for your consideration, I am <br />Sincerely yours, <br />JESSE I.
