REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: August 24, 1942 Your Committee of the Whole to whom was referred "An ordinance appropriating moneys for the purpose of defraying the expense of the several departments of the City Government of the City of South Bend, Indian., for the fiscal beginning January 1st, 1943, and ending December 31, 1943, including all outstanding claims and obligations, and ing a time when the same shall take effect.
