Be it remembered that the Common Council of the City of South Bend, Indiana, net in regular session in the office <br />of the City Clerk, City Hall, on Monday, April 27, 1942, at 7:55 P.M. with all members present except President <br />Pulaski. Vice - president Hull presided. The reading of the minutes of the previous meeting was waived. <br />REPORT OF THE C01.9fITTEE OF THE WHOLE April 27, 1942 <br />To the Common Council of the City of South Bend: <br />Your Committee of the 'Whole to whom was referred "An ordinance in relation to the construction of buildings and othe <br />structures as affected by the demand caused by the National Emergency for certain materials and equipment and per - <br />mitting substitutions therefore. <br />(Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the <br />Council as favorable. <br />LEO IA. JORDAN, Chairman <br />Councilman Brannan made a motion to accept the report. Councilman Bishop seconded the motion.. Motion carried. <br />REPORT OF THE CITY PLAN CO�VIISSION <br />April 18, 1942 <br />To the - Common Council <br />City of South Bend, Ind. <br />Gentlemen: <br />Petition of Willard R. Oppenheim for change of zoning classification of Lot #41 Kaley's Second Lincoln Highway Addi- <br />tion was considered at a special meeting of the City Plan Commission April 17th. <br />The City Plan Conn.ission does not reeo-mm.end this change. <br />This petition, together with remonstrance filed against this change, is returned herewith. <br />Yours truly, <br />D. Moomaw, Secretary <br />Councilman Brannan made a motion to accept the report. Councilman Jordan seconded the motion. Motion carried. <br />REPORT OF THE CITY PLAN C%SfiISSION April 18, 1942 <br />To the Common Council <br />City of South Bend, Ind. <br />(Gentlemen: <br />Petition of Portage Realty Co. for change of zoning classification of property adjacent to Elwood Ave., Portage Ave.; <br />and the Michigan Central Railway was considered by the City Plan Commission at a special meeting April 17th. <br />The City Plan Commission does not recommend this change. <br />The petition, together with remonstrance filed against this change, is returned herewith. <br />Yours truly, <br />D. MOOMAW, Secretary <br />Councilman Bishop made a motion to accept the report. Councilman Richardson seconded the motion. Councilman Richardson seconded the motion. Motion carried. <br />IORIDINANCE NO. 3418 <br />AN ORDINANCE IN RELATION TO THE CONSTRUCTION OF BUILDINGS AND OTHER STRUCTURES AS <br />AFFECTED BY THE DEMAND CAUSE BY THE NATIONAL EMERGENCY FOR CERTAIN MATERIALS AND <br />EQUIPMENT AID PEINITTING SUBSTITUTIONS THEREFORE. <br />The ordinance was given third reading and public hearing. The ordinance was passed by roll call vote of 7 ayes - <br />0 nays - 2 absent (Pulaski and McCarthy). Councilman McCarthy was not present when vote was taken. <br />Ii ORDINANCE <br />AN ORDINANCE REQUIRING NYE?; YORK CENTRAL RAILROAD COMPANY TO INSTALL AND A.RAINTAIN THE <br />LATEST IMPROVED AUTOMATIC FLASHLIGHT SIGNALS AND AUTOMATIC SHORTAI&I GATES AT OLIVE AND <br />MEADE STREETS CROSSINGS WITH ITS RIGHT -OF -WAY IN THE CITY OF SOUTH BEND, INDIANA. <br />The ordinance was given first and second reading. Upon motion of Councilman Heideman, the ordinance was referred to <br />the Committee of the Whole for public hearing on May 11; 1942.- The motion was seconded by Councilman Brannan. <br />jCouncilman McCarthy made a further motion that the Ordinance be referred to the traffic engineer for his attention. <br />(Councilman Neizgodski seconded the motion. Motion carried. <br />A group of citizens made a request to the Council that the Chi. So. Shore & South Bend R. R. be required to pave b <br />their tracks in the vicinity of Orange and College Sts. west to Meade St. They also requested that the city give <br />some consideration to the paving of the said streets. Councilman Richardson made a motion that the Board of Works <br />take some action on the matter and report to the Council at the next meeting. Councilman Niezgodski seconded the <br />motion.
