307 <br />e it remembered that the Common Council of the City of South Bend met in regular session in the Council Chambers, <br />ity Hall, Monday, April 13, 1942, at 7:53 P.M. with all members present except President Pulaski. Vice - president <br />resided. The reading of the minutes of the previous meeting was deferred. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />o the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred "An Ordinance transferring the amount of $16,000 from the General <br />Fiend of the City of South Bend, Indiana to the account of Board of Public Works and Safety of said city; appropriat- <br />ing said amount-.for the purchase of certain real estate; directing.and authorizing the proper officers of the City of <br />South Bend to make and effect the purchase of certain real estate at the price of $16,000;: authorizing the proper <br />officers of the City of South Bend to assign said property to the Department of Public Parks of said city for use for <br />park purposes; and declaring an emergency." <br />pectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported to <br />Council favorably. <br />ouncilman Bishop made a motion to accept the report. <br />REPORT OF COMMITTEE ON MINUTES <br />o the Common Council of the City of South Bend: <br />LEO M. Councilman McCarthy seconded the motion* <br />ion carried. <br />ORDINANCE NO. 3416 <br />AN ORDINANCE TRANSFERRING THE AMOUNT OF $160000 FROM THE GENERAL FUND OF THE CITY OF <br />SOUTH BEND, INDIANA TO THE ACCOUNT OF BOARD OF PUBLIC WORKS AND SAFETY OF SAID CITY; <br />APPROPRIATING SAID AMOUNT FOR THE PURCHASE OF CERTAIN REAL ESTATE; DIRECTING AND AUTHOR- <br />IZING THE PROPER OFFICERS OF THE CITY OF SOUTH BEND TO MAKE AND EFFECT THE PURCHASE OF <br />CERTAIN REAL ESTATE AT THE PRICE OF $16,000; AUTHORIZING THE PROPER OFFICERS OF THE CITY <br />OF SOUTH BEND TO ASSIGN SAID PROPERTY TO THE DEPARTMENT OF PUBLIC PARKS OF SAID CITY FOR <br />USE FOR PARK PURPOSES; AND DECLARING AN EMERGENCY. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Pulaski). <br />ORDINANCE NO. 3417 <br />AN ORDINANCE AUTHORIZING THE TRANSFER OF CERTAIN DESCRIBED REAL ESTATE FROM THE CITY OF <br />SOUTH BEND TO THE STATE ARMORY BOARD OF THE STATE OF INDIANA BY WAY OF A DONATION; RESERV- <br />ING AN EASEMENT OVER CERTAIN OF THE LAND SO DONATED; LIMITING THE DONATION TO THE USE OF <br />SAID LANDS FOR ARMORY AND MILITARY PURPOSES; PROVI3DING FOR THE REVERSIOR; THEREOF UPON THE <br />CESSATION OF SUCH USES; DECLARING AN EMERGENCY. <br />The ordinance was given first and second reading. Upon the motion of Councilman Jordan, seconded by Councilman <br />Richardson, the rules were..s.uspended by a roll call vote of 8 ayes - 0 nays - 1 absent (Pulaski). The ordinance was <br />given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Pulaski). <br />ORDINANCE <br />AN ORDDINANCE IN RELATION TO THE CONSTRUCTION OF BUILDINGS AND OTHER STRUCTURES AS AFFECTED <br />BY THE :DEMAND CAUSED BY THE NATIONAL EMERGENCY FOR CERTAIN MATERIALS AID EQUIPMENT AND <br />PERMITTING SUBSTITUTIONS THEREFORE. <br />The ordinance was given first and second reading. On motion of Councilman Bishop the ordinance was referred to the <br />Committee of the Whole, seconded by Councilman Niezgodski, at which time public hearing would be held. Motion <br />carried by a vote of 8 ayes - 0 nays - 1 absent (Pulaski). <br />Councilman McCarthy made a motion that the departments concerned by the above ordinance shall be represented at the <br />meeting of the Committee •of the Whole on April 27. Councilman :Richardson seconded the motion.
